While it is requisite that the Executive should have certain discretionary powers, I hold the opinion that those powers should be confined to the smallest limit consistent with the proper administration of the Government of the country, hence I stand firmly opposed to placing large sums of money at the disposal of the min- istry, without the sanction of Parliament ' first obtained to all particulars and details connected therewith. I shall give my earnest support to any measure having for its object the promo- tion of salami-10x r0 cums. I shall give my hearty support to all legtimate measures or schemes to aid in the establishment of one communication between all parts of the minion. It is my firm conviction that, with the energy and enterprise of our ople properly di- rected, and once by wise legislation and good laws, the y is not far‘ distant when our Dominion will rank among the first countries of the Globe, in the extent and variety of her agricultural and manu- facturing products. Although local matters, such as those under the control of the Crown Lands De- partment, and the Department of Public Works and Agriculture, of this Pro- vince, do not come within the scope of the House of Commons, I will, notwith- standing, have much pleasure in bring- ing the wants of the County in the way of Railroads, Colonization Roads, Bridges, Navigation, etc, before the Gov- ernment of Ontario, and I have no hesita- tion in saying that no man in the county has a more practical knowledge of its re quirements, or feels greater anxiety for making the necessary improvements, than myself. I refer to these matters in view of the fact that this county will be at best only partially represented in the Par~ liament of Ontario during the present year.
