(8) The Corporation of the Municipality of Millbrook may borrow from The Toronto-Domin~ ion Bank, upon the credit of the Corporation at large by way of [temporary advances to meet the iexpenditures authorized by this by-Law, such sum or sums as may the required for that purpose by not exceeding at any one time 1hr. e total of $5,475. 00 and the iReeve and the Treasurer are lhereby authorized to sign and deliver to the said bank such {promissory note or notes as may be required from time to time for the payment of the moneys so borrowed at such time or times :2: at such rate of interest as may be agreed upon with the bank and to affix to such dertaking the said work. AND WHEREAS the Ontario Municipal Board by its order dated the ....... day of .......... 1958, has approved of the under- taking of the said work and the passing of all necessary by-laws including debenture byal-aws. F-alI 'members of Council determined and declared that the construction pf_ thglwater- (3) The construction of the watermain shall be carried on and executed under the superintendy- ence and according to the direc- tions and orders of the Engineer of the Corporation. ..v v-_‘ (4) The lands abutting directly upon the said watermain shall be specially assessed with an annual rate of thirty-seven and eight- tenths cents (37.8-10) per foot frontage for a period of fifteen (15) years, subject to the provisâ€" ions of Section 28 of the Local Improvement Act aforesaid, to pay and in full satisfaction of the owner share of the cost of suchâ€" a watermain and the interest thereon . (6) Forthwith upon the com- pletion of the said watermain, or as soon as may be practicable thereaftewr the Clerk of the Cor- poration shall prepare special =essment rolls in the manner provided by Section 39 of the Lccal Improvement Act afore- said and thereafter the said Clerk shall proceed thereon in the man- ner provided by the said Act to determine the amounts of the special assessments to be imposed ed upon the aforesaid lands. (7) Any person whose lands are Specially assessed as aforesaid may commute the special assess- ments imposed thereon at any time after the special assessment rolls have been- certified by the Clerk of the Corporation by payâ€" ing Such sum as, when invested at the rate of interest payable on the debentures which are issued in respect of the cost of the work, will provide an annuity sufficient to pay the remaining instalments of the special assessments as they fall due.
