March 21.-Tho members of the Legislature yesterday were an attitude of rosignntion, which is usually assumed by them. when the estimates or other unavoidable mat- ters are before them. and have to be discussed a certain length of time. There was a scanty attendance on both sides, and few members remain- ed in their own coats for any length of time, but wandered about, engag- ing in social intercourse. Mr. Hanna consumed more than an hour in tin- ishing his speech, which, delivered in extent the flagging interest of the Opposition members. Mr. Gross, who folloWod for the Mlnistorialists, spoke briefly, but. in that interesting style which always secures him a good hearing. Dr. Beattio Nisbett came next, in his maiden speech. His earl- . for remarks lacked a good deal of the fire which characterizes his utter- ances on the stump, but this was remedied in his pororation. Cnlling For Donialo. Mr. Hanna resumed the debate on the Gamay charges. Alter reviewing his points of Thursday, he said there were matters which demanded an ex- planation from the Ministers. and in- stanced the letters of D. A. Jones, of Boston, in which that. gentleman declared that he had interviewed a Minister, and had arranged that Mr. Gamey should have the patronage. In the absence of any denial for this or other charges was not. the public and the pr‘oos justified in reoching conclusions? Continuing, Mr. Hanna strongly censured the Government for leavmg the names of the SulliVIns out of the charge to the commission and per- mitting them to go at large. It would be an outrage on justice if at the time of the investigation they failed to show up. Had the Govern- ment consented, as the Premier pro- mised, to submit the inVestigation to a. committee, there would not have been a dissenting voice from the ranks of the Opposition. Taking up the legal aspect of the subject. he said there was no par- allcl between the Brockvillo and West Huron commissions and the present case. These commissions simply had to enquire into the con- duct of an electlon, and not the im- pouchment of a. member of the llnusc. Referring to the nature and scope at the commit-ion he said that the Attorney-General and others had strenuously declared tint the com- mission would investigate every- thing .nd everybody. Instead. bow- cvcr. they had made Stratton the Icapwgnnt and made it impossible to investigate Jenn. Sullivan. Vanu- or others implicated. He asked the Attorney-General if the draft was in the hands of E. I-‘. ll. Johnston and A. B. Aylesworth before it was submitted to this House. Hon. J. M. Gibsonâ€"I do not think the hon. gentleman is entitled to any such information. The country, Mr. Hanna declared, did not care a Us What. report Was submitted so long as all the evi- dence '3. brought out. The public conscience was the tribunal. Wants Even-Ended I. leo- Mr. Gross (Welland) mod that if the member for Manitoulin had been longer in the Heuse, he would have found that it. Was not the custom of the Opposition to make charges of a specific character. The members on that side dealt in generalities and innuendoos‘. He gave him credit for his courage in taking a new course. The speaker asked for neither more nor less than even-handed justice. “We are not living in the United States," said the member for Wel- land. All Canada Was shocked be- cause a young lady of London had been taken to police headquarters in Buffalo and there interrogated in the Star Chamber fashion. That could not be done in this country. The Provincial Secretary Was no partic- ular friend of his, but he Would stand by him until he was proven guilty by an impartial jury. In a criminal case the information must he specific, in writing, and must be sworn to. The prisoner sel- - ected his tribunal and could tell the l police magistrate that he wanted to I go to a higher court. There he could elect to be tried by judge or jury, and he had the right to object to any member of the jury. The speaker would object to the Opposition asa jury in this case. The Opposition wanted a commit;- tee on the "Heads I win, tails you lose” plan. If the charges were held not proven they could say that the Grits had a majority on the commit- tee and Would win anyway. Judgment Not final. Why should all the rules of evi- dence be set aside for the trial 013, member of this House? The rules of evidence before the House were the Same as in a. court of law. Witness- es would have the same right to ob- ject to giving evidence in the House as in a court Q: low, the only dif- ference being that a committee would be lea strict. The judgment of a committee was not final. The member for West Lombton I i had taken the Opposition case apart and had shown how little there was in it. What. the Opposition~ de- rsignation of the minis rather than investigation. Itltiglbeensaidthattheludgeo mind their emoluments from the one not so. nil-leases. In Moons equality prominent Conservatives would be found supporting them. In 1873, I w on Edward Blake had protested . against the appointment of a com- mission, there had been no statute to provide for is. If in tho invuti- gation of the matter before a com- } mission witnesses refused to answer questions, what more did the Oppo- sition want. for political purposes? The spaker thought it wise of tho ’ Provincial Secretary to keeo his ; mouth shut. The trial Would be the time to make his defence. If tho i Opposition wanted the ministry in irons, they could lay an informtion l before the police magistrate and the ministry would have to oat their _ supp.- in fall. !
