2/9 There are double-digit increases in Ottawa (53), Windsor-Essex (44), Durham (30), Hamilton (29), Simcoe Muskoka (26), Waterloo (18), Halton (12), Brant (11), Wellington- Dufferin-Guelph (11), Thunder Bay (10), and Niagara (10), with smaller increases in Peterborough (6).
