The Winding up of the County Council. - --- The last heat of our County Councils is generally a rusher, the tricksters koep all their bogus legis- lation to the last run and have it slipped through when bon. members are either away or anxious to get away. Mr. Parker's celobrated Poor House schemo was again trott- ed out and in order to make the dose if possible moré palatable some ridiculously defective reports of similiar cstabishments wore dished up to the flexible few who were still iu their places and had a relish for sulted in the appointmentmont of a committee to ascertain something of the probable cost of a prison for the poor of the County and a nursery for paupers, such would be dear even if it could ba got fer nothing and if this county be silly enough to go in- to this costly pauper breeding estab- ishment they will only once be sorry for it and that will be for all timo to come. Not one out of ten of tho deserving poor will ever show face within its walls, neither would it be prudent to send them there; a fow dollars a year in way of ussis- tance to their own efforts allows them "to live amongst their friends and enjoy their freedom while the cost to the municipality is as no- thing compared to what it woulg cost to keep them in the indigent prison. But {hc nouse would got inmates Quough rot of the deserving poor but of the idle who are not worthy of help and could not get it from municipalities, and toa very large oxteat whatever it cost to run the bouse would be just so much more than is now paid for indigents, for not one in a score of our present indigents would it either be wise prudent to send to the house because théy can bo supported so much better and cheaper out of it, and procious few of them would be willing to go. But we need not enlarge here the matter is in good hands s> long as the municipalities have the control, for rotwithstanding that the shatter- ed rump of the County Council in its good natared hurry to get away on the last day consented to the ap- pointment of 8 commitlee to ascer- tain the probable cost of such an establishment the municipulities have still the eontrul over the mem. bers of that committee. Tho Reeve of Brock is oue of that committee and is it to be, supposed for a moment that an active, industrious township like that with so very fow indigents whose assistancs costs Kowaship comparitively litle, and such food. However the thing rc! imprison the worthy be that a majority of the a will lend thomselves to. such gcheme even should the vote be do- yed till the afternoon of the last day. COUNTY VALUATION. Right or wrong the move for a re-valuation of the real property of the County was determined on by| the County,Conncil at its late session, on the afternoon of: the lyst day and after nine of the mombers had desert- ed their posts. Of the twenty-three left twelve were in favor of revalua- tion and eléven were against it so thal bad honerable members remained whore they should have boen--at their posts -- the re-vuluation could not have been carried. The arguments made use of by advocates of re-valuation were somewhat amus'ng. Some considered that the great outlay, oo Scugog bridge, a permanent structure being made there, ought to largely inerease the assessed value of the lands on Scugog. Others considered that late improve- ments through the introduction of railways in the more 'northern por tions of this County ought to largely increase the assessed value of the lands of these townships, But the most amusing argument for the re- valuation was the compulsory one; some members asserted that the council bad no option in the matter that they wereobliged to vaule every five years. It never rains with bon. mombers, it always pours so having secured the re-raluatiom, they were not satisfied with one valuator, nor even two but they must have three, but what in creation threo are to do is a mystery ; it is certainly not ex- pected that the valuation of the county is to be regul: ated by voles and casting votes or windy discus- sions. We know noreason why we should object to any of the parties appointed, doubtless they are all good men and very likely well qualified for the position but it appears to us asad waste of material to appoin! three men to de what one or at most two could do equally well. It is true that six hundred dollars, two hund- red for each valuator, may be no great affuir but there is a principle involved -- justice before generosity. HANDOURVA, If coming cvents always cast their shadows before we may expect hot times in this fair Couuty during the present year.-- By a 'resolution of council each Reeve in the County is to be presented with so many poirs of bandcuffs for immediate use, orders have been given for the purchuse of and distribution amongst the scveral Reeves of the County thirty-six pairs of hand cufis --not thirty-six each but thirty-six divided amongst them. We suspect that they shall be used as the Texan uses his revolver, they shall bé Taid on the table while the council is in session, If the N. P. covers the manufacture of bandcuffs'we mity expect to hear ofa handcuff factory : being established in this county, Most likely the crowd of deputy reeves wil get their supply at (he June session and this will necessitate % manufactare of a bundred wore, If the worthy reeves were supplied 'with a fow muzzles each it would Le quite as appropriate and serve a mach better purpose than band cufis, Hon. members are more dangerous with their mouths than their hands, and the former costs the county more than tle latter. E-- Bating Very Umble" Pie and Lots of it. Oar very dear. but shockingly ungrateful Neddy has again been setting bis hounds upon us. Of late the creature, through hisscribblers, has made several wonton, insolent and malicious attacks on the present M.P.P. for North Ontario. Of all things there is nothing we so abom- inably hate as fiendish ingratitude and we could not forbear taking the cur over the fingers Ly reminding bim how very much be was indebted to Mr, Paxton whose generous hand bad soatched him from the very gutter of want and wretchedness and put bread into his mouth, whose open purso secured for Neddy a means of living, who made him a gift of sevoral hundred dollars and gave him a subsidy of $100 a year for a number of yoars. Scarcely bad these gushing streams of gener- osity dried ap when Neddy with the basost and most bartarous ingrati- tude becomes insolent towards his formor beuefactor and even threat- of his] (Neddy's) contemptibly imbecile wrath. We tried to convines our ;| good but weak and stupid brother, Neddy, what a consumate nes he was making of himsolf in daring | against' a 'man who had dono so much for him and his. family, Ned- wb not relish 'our kindly 'admo- nition but sot his "legal lore" serile blers to abuse us in the most ap- proved pottyfogging style; and to cap tho climax of impudenco they | extracls things of Ar. Paxton cian and Mr. Paxton bes 'Bat Mr. Paxton's| even to whisper adisrespevtiul word rogret $ mang hard things bo remembered wh glide ik political warfare hu been forover forgotten. ' "Another Miraculous Ours. Some time ogo we gave the par- ticulars of an astoaishing cure which Neddy doubtless: whila bate effect. edon a burned ehild by his world renowned mode of ¢harm, had not the regular physician dropped in and catching Neddy at bis incanta« tions hoisted him out of doors and spoiled the cure, Sineo then; how- ever Neddy has been continuing the practice of the oeculy art of healing by miracles. The following are the particulars of ove of his latest feats in that line, Some time ago an intelligent young man in this village had the misfortune to lose same tnrce of bis fingers in one of the mills. Medical aid was at once called and the hand properly attended to, Some time after the accident Neddy appeared on the, scene in the absence of the doctor, and .asked the young man how his hand was getting along ?-- The young man replied that it was doiug pretty well bgt that he felt it cold. Neddy at énce demanded where are the fingers which were tuken off? The parties replied that they were at the mill, Get them immediately says he. The fingers were brought and given to Neddy who wrapped them up ia cotton and placed them in the warm oven. Now, says Neddy, let these fingers warm, for the young man's band will ever warm while theso fingers are exposed to cold, though they are cut off they effect the band all the same as if they were on and when they get warm take them from the oven and get them decomposed as rapidly as possiblo if you want the hand to heal for it never will heal 80 long as the fingers that have beea taken off remain exposed to the col'. Neddy did not favor the gooa folls with the rationale of the cure or how itis possible that fingers which have been taken off can effect the hand from which they were taken, The above are facts and no fiction and we ask in all earnestness if there can possibly be an excuse for any man in this age of the world and in a community like that of Port Perry, believing in such infernal nonsense as that of curing wounds or diseases by charming them, or that fingers which have beed cut off a man's hand can in any way effect the hand from which thoy were cut; off, Neddy is not only a believer inbut d pro- fessor of the ocult science, One scarcely knows whether brazen ime pertinence or bopeloss ignorance bh most to do with Neath ashibitions of heathen darkness, TI------r---- Left the Ranks. ---- Itis with no val degree of regret that we now tuke leave of the Jones Bros who aro retiring from the business arena of Port Perry for the present at Jeast and it may be forever, All will be ready to admit that the Jones Bros bave done much, very much to make Port Perry what it now is--one of the best, most active and reliable business centres any where to - be tound--out of our chief cities--in this fair Provicce of ours, When these gentleman first entered busines bere the business of the town was limited indeed and the radius from which the vill age drew her patronage narrow and circum. scribed, but through the well di.ected aud indomitable push, liberal dealing, firsteclass business talent, and inflexible hodor in their transactions they soon made themselves felt. Fair and generous prices were offered for everything which farmers had to sell and full stocks were kept of everything which farmers wishud to buy, 80 that farmers soon found that whatever they had to sell could be sold at an advantage in Port Perry and that they could supply themselves with goods of all kinds at least ascheap as could be doae aug where else in the Province. -- The result was that the trade of the town in- creased with wnexumpled rapidity until it attained the enviable position which it now enjoys of being one of ile best business centres in the Province as well for buying as selling. Jones Bros doubtless encounters ed much internal opposition on tho earlier | yoo stage of their: business career 8 but it over effucted them in {He lenst, they. con- tinued on in the foremost businiss rank and in a short time their opponents found their mistake and were most ready toacknowiedge the capital business capacity of this firm and their importance to the prosperity of the town, Their withdrawal from ous business arena cannot fail in being a source I much to all concerned in the y of of the town; and we belive that we 'echo the general sentiments of the town when we 'wish them success and comfort iu the new sphere in which they are now engaged, -- They are leaviag a prosperous business and we hope thet they may be still more prosper- ous in developing the hidden riches of the earth and that their mining enterprise may be bighly profitable to themsslves and a- vontuatont to the country. ---- gp -- tee Brive Avoxe Yous Burren. --8ce Christian's new advertisemont in this issue. The sudden and entirely unexpected death of so promising a young man created an excitement in the entire locality. De- ceased was a large, fine looking, estimable young man whose frank, manly nature, gen- erous sympthics and uniform upright man- ner made him a general favorite and much fntensifi-d the sincere feeling of sorrow at his loss. Deceased had been in the woods all day with one of his father's teams assisting Mr, W.S. Ross of the 12th con. Reach. In the evening when they returned to Mr. Ross' tesidence and went to put away their teams, deceased did not go to put away bis team but said be would go in and lie down a minute while the others were putting away the taws. = He went and lay down, the parties puf away the teams which occrpied a few minutes; and on returning to the house found the ysung man dead, It is needless to siy that a general feeling of sorrow pervades the whole lotality and the greatest sympathy is wmaaifcsfed for the afflicted family and mourning relatives. The funcral took place on Sunday, 6th inst, and was the largest scen in this locality for a long time, A funeral sermon was preached in C. M. Church, here, by the worthy Pastor, Rev. EF.
