Rouvier, the Premier, and shortly after the two en- tered a landau and drove to the Elysee Palace. As M. Fallleres stepped from the carriage every military garrison in France fired a salvo of twenty-one guns and the military band in the courtyard played the "Marseillaise." M. Mollard, chief of the protocol, re- celved M. Fallleres, who slowly mount- ed the steps and entered the Salon des Ambassadeurs, where M. Loubet re- ceived him, surrounded by the Cabinet ard his civil and military household. Warmly Shake Hands. The two Presidents warmly shook hands and M. Loubet welcomed M. Fal- lieres, saying: "Your long and brilllant services to the Republic assure the success of your Presidency and the well-being of the Republic and country. Throughout my administration, which is now brought to a close, 1 have sought to establish peace, union and concord among all good. citizens, that they might labor together In the upbuilding of our insti- tutions of social progress and In strengthening the bonds between France and other countries. The fu- ture will tell if I have realized some of this program, to which I have con- secrated all my efforts. "Thanks to the consggat support of Parliament, the relations between France and other nations have been congtantly fortified, and we may have full confidence in the maintenance of peace and the security of the national 'henor." President Loubet closed with evid- ence of much emotion. New President's Speech. Mr. Fallleres responded as follows: -- "I am profoundly touched by the cordlality of the welcome given me. I come here stmply as one goes to a duty, kpowing that I will be sustained in my task by the recollection of the high civic virtues of which you have never ceased to set an example during the too short years of your terms as Presi- dent. I take up these great responsi- bilities, hoping that I may fulfil them as you have done under all oircum- stances. Like you, I will be everything to France and to the Republic." The Premier, M. Rouvier, welcomed M. Fallieres in the name of the Govern- ment, and the Ministers then retired and proceeded to the Rue Dante to await the arrival of M. Loubet at his new house. M. Fallleres, conducted by M. Lou- bet, visited the apartments in the Ely- see and the mysteries of the "cabinet de travail' were explained to him. M.
