CONTROL Check Railway's Ships. to Anti-Railroad Section of Panama Can. | al Bill Is Reached and Wide Differ- ence cf Opinion Occurs Over Pro- posal to Against Foreign Railway Boats -- Britain May Retaliate. Discriminate | Washington, Aug. 9.--The extent to which the Canadian Pacific Railway might control trafic through the Pan- ama Canal gave the Senate occasion for much debate when the road. section of the canal reached late last night Little objection proposed anti-rail- bill was developed to the lan to prohibit any railroad {rom engaging in Ameri- through thg canal. 1 by the Senate con- mittee, however, to attempt to restrict She operation of foreign-owned rail- Toad ships, proved the subject of wide difference of opinion. Senator Simmons preposed to strike 'out all reference to the foreign railroad ships, BSenstor Bristow urged ade control of American coastwise jo, 80 that the transcontinental ads could not.control rates in the 'canal, but he did not believe the Can- adian Pacific's ships would prove a menace. If they were permitted to engage in American coastwise trade, he said, they would immediately be subject to American laws. The Senate finished practically all the canal bill except the railroad shi section before the recess at the e of the afternoon session. With the evening seseion last night, it was be- lieved a final vote would be had on the bill to-day. It will not be necessary for Becre- tary Knox to advise the British Gov- ernment of the action taken by Con- gress in exempting American vessels from paying tolls on the Panama Can- al unless Great Britain chooses to make specific enquiry on that point. It is scarcely expected that it will do so, satisfying itself by taking notice of the proceedings in Congress, as waa done at an earlier stage of the legis- lation. Although there has been no formal statement of the views of the adminis- tration in regard to the matter of tolls for American shipping, since the pend- ing eanal bill was reported from the House committee on inter-oceanic can- 'als, it may safely be inferred that there has been no change in their Pein since, in public speeches, sident Taft and Secretary Stimson both asserted the right of the United States to remit the tolls or grant re- 'bates to American ships. '1 Students of the situation point out that Great Britain could reduce the tolls of the Buez Canal to a point that would divert to the Suez a great share of the prospective business of the Panama Canal, end cause. consider- able financial loss t the Paname 'Canal, : rages rrarrpifte. i There are fifteen manufgcturers of listed" in the Londo diree- nd ie won of the Oartwright Agricultural So- ciety's Fali Bhow to be held at BLACKSTOCK on Thursda 268 and 27, 1912 Qificers for 1212.
