If the kickers would save their energies and concentinte them upon securing a fewt conviétions of those who violate the law, we should be rid of illegal liquor business sooner. Frequently one hears the tion asked--"Why doesn't the Council do something to enforce the law?' This question is generally followed by another --"What's the use of havin a constable if the law can be violated in this way?' It will do no harm to face the facts that these questions bring before the public mind. . Primarily. councils are not elected to enforce the Ontario Temperance Act. That subject i§ never discussed at nomina- . tion meetings. Councils are elected to keep down the taxrate 'and to make improvements and keep up the repairs. This work is done free of charge by the Reeve and Councillors amid con- tinuous fault finding on the part of some, and long continued indifference on the part of most of the ratepayers, exeept for "the annual excitement of the municipal elections, when popu- larity may or may not have something to do with their ability to serve the ratepayers, The hundred and one circumstances which arise demand - a large amount of time from Councillors. Recently a hydrant . burst down town, and two of our Councillors spent most of ° day and half the night to fix it. ~All they received was the accumulated wisdom of the onlookers and some experience. To-morrow a culvert gives way, or something goes wrong at the powerhouse; and again the Councillors scurry around and see that the damage i is repaired. So it goes on all summer, and right on until the year drops into oblivion, and then we "let the Councillors drop into oblivion (if we can find other mento take their places) because we don't like the color of ' 1 their eyes or perhaps because one or more of them did some- thing toward enforcing the Ontario Temperance Act. If the Councillors receive no mandate from the people to' enforce the O.T.A.; nor any time forthe job if they did -have such a mandate, the Constable is in a worse position. In the first place he is not the: "town constable."" There is no "town constable" as such. The town neither appoints a constable, nor does it pay a salary to any person to act as Constable. The person who performs the Constable's duties 'here is appointed by the County "without salary."' Indeed, if you study the duties of our man of all work, you will find that most of them areassigned to him 'without salary." This is his motto, and should be his password when goes to enter the Golden City. When we are snug in bed he arises to be on time to ring the town bell in order that we may be aroused to a sense of our duty. He shovels paths for our feet, watches that our premises are kept in sanitary condition, shovels coal 'or stone, hauls and cuts wood, reads meters, inspects build- ings, reminds us that.our taxes are due, cleans out ditches, cuts weeds: feeds tramps, builds roads and sidewalks, takes "care of people who are no longer able to take care of them- selves, oils and cleans the streets, enforces necessary qaaran- tine, and then if we feel like dancing we keep him u up till two o'cloek in the morning to look after that sacred building--the Town Hall. Poo-bah has nothing on our Constable. He is the real "Lord High Everything Else," "without salary." And this is the man we expect to sit 3p nights to catch those who violate the O.T.A. S. Short Vice Pres,--Mr. S. Jeffrey. Secretary--Mr. R. H. Short Treasurer--Mr. W. L. Parrish Publicity Committee--Messrs. S. Farmer, E. H. Purdy, J. F. McClintock, Fred Brock. About twenty-five of the bus- iness men and other have become members of the Board, and have paid their annual fee of $1.00. After some discussion, it was decided to hold monthly meet- ings, said meeting to be held on the last Thursday vening of each month. One of the first pigees of work which the Board will endeavor to do is to secure better morning train service between Port Perry and Toronto. With the coming of the Hydro many matters will demand the attention of our ciizens, which if handled properly will lead to the development of our town. Many are expressing pleasure at the formation of the Board; and it is to be hoped that all who are interested in the welfare of the town will become members of the Board of Trade. The Provincial Highway Economy is a very fine thing especially when you can econo- mize at the expense of the other fellow. Such seems to be the idea of the delegation which waited on the Government, and tried to induce the Highway De- partment to take over the road from Manchester to Cannington and on to Lindsay as a Provincial Highway. This is now a County road, and it would seem like good policy on the part of some to have the Government take it over. Some of the delegation were working in the interests of their home towns or municipalities; but none of them were working in the interests of the Province of Ontario or of the travelling pub- ic In support of this contention we will consider the facts of the case. 1 The distance from - Man- chester to Lindsay via Canning- ton.is 49 miles, while the dis- tance from Manchester to Lind- say via Port Perry 30 miles. Evidently the interests of the travelling public have not been considered, if the travellers are ng to. Lindsay-or Peterboro. H. SHORT Manacer 2 As one man remarked--"A Provincial Highway ' should lead somewhere, but this road that the delegation wishes the Gav- ernment to take over leads mo- where." + That nian was not quite rig for if the delegation a far enough north and a Eros west they would reach the insané asylum at Orilllia. 3 From a road building point of view the Province would be ill advised to take over the road to Lindsay via Cannington, as' it would be a bad road to build ow- ing to thé big hills and long stretches of swamp between Manchester and Sunderland. There is the swamp South of Bowles' hill and the hill itself; then there are the hills north and south ab. Greenbank; the hill, creek, and bridge at Black- water; and the 8 #d and hills for two concessions within one concession of Sunderland. On the other hand there is but a stretch of three-quarters of a mile between Port Perry and Lindsay (between here and Sea- grave) which would present any road constructiou difficulty, Fortunately the delegation did not receive much encouragément from the Minister of Highways; but it is-as well that the public should be informed ot the move that has been made to divert the Provincial Highway from Port. Perry, without any benefit to the Province or ta.the travelling public. "or Shirley W. IL.
