Changes in School Grants A change in the system of grants to Ontario schools and the appointment of Col. William Rhoades to the staff of the Ontario Government in the in- terests of securing employment for re- turned soldiers, were two announce- ments made by Premier Ferguson at the C.N.E. directors' luncheon yester- day. The school grants will in the near future be made on the basis of the number of pupils who are attending, stated the Premier. The amount of money being spent by a community in education will also be taken into con- sideration and a portion of the burden assumed by the government. "There is one thing wrong with the government grants to schools at the present time," stated Premier Fergu- son. "For a long time they were based on the qualifications of the teachers and the type of equipment obtaining in the schools. It was necessary in the past to do this, because Ontario suffered for a long time from low grade teachers. Over a period of years we have eliminated practically all low- grade teachers and third-class teach- ers. "We have a high standard of schools of an excellent type in the province.
