The ruffe crowds out native fish and has no commercial or recreational value. This past year, another invader was discovered. Nicknamed the quagga, and a relative to the zebra misssel, it has a scary tolerance for the deep, cold waters of our lakes. It is believed to have come here from the Black Sea in the ballast of an ocean freighter. Bringing these pests under control 'will be an expensive, long term proposition. However, the announced ti of Canada' s Shipping Act water ballast regula- tions, which come into force next year, should go a long way in keeping out unwelcome pests. I'm gratified to have played a role in this. Like much of the other private member's legisla- tion, my Bill C-291 did not.make it onto the agenda for a full debate in Parliament. However, several Cabinet Ministers expressed inter- ést in the Bill, and I'm satisfied this led directly to the regulations. This again demonstrates how an individual Member of Parliament can have some signifi-- cant impact on improving the state of our nation.
