French increased by only 1,070. In. Ontario, there were 7,868,000 who claimed their mother language as English, an increase of 556,000 over the 1986 census. French increased by just 3475 province-wide, followed by Italian, Chinese, German and Portuguese. About 13 per cent spoke other than one of the Official languages. The Ontario Ministry of Citizenship reported some time ago that people with French as their first language account for between .35 and 2.5 per cent in Durham Region. Durham is spending $35.8 million this year on French Immersion, not including core French in virtually every grade. Many learned people claim that a NO vote will send a clear message to the 11 men who gave us Meech Lake and much more to Bourassa who boycotted the meetings. What was needed was a constituent assembly of ordinary Canadians, devoid of self-promoting politicians. Enough is enough. Because we have borrowed the last ten years of our growth. Governments have voted an almost unsustainable level of entitlements to Canadians. All of this is backed by an ocean of government 10U's. This country went into the recession in 1988, as predicted by the Stock Market Crash well before the introduction of Free Trade. Therefore, the timing of FTA in 1989 and the later addition of Mexico this year seems to be the real political criticism. Certainly, it has damaged us and is no answer for recovery. Looking ahead, where will recovery come from? It won't be from the manufacturing sector for the reasons Mr. Malcolm pointed out in his letter. Nor will it come from the white collar professionals who have been laid off by the thousands. As I see it, there are two solutions. First, a big squeeze, a particularly unpopular and lengthy economic contraction until the debt is painfully paid off. Second, government engineered inflation through debt monetization. This is the creation of dollar bills to pay down debt or buy Tt back from the creditors. Which one would you vote for? : One thing is for certain. Debt is going to be the dirty word of the 1990's.
