A look at Referendum issues by Gord Mills, MPP Canadians across this country are being asked to decide whether the agreement reached in Charlottetown on August 28 should form the basis for a renewed constitution. As your representative in the Legislature, I want to ensure that you have as much information about the agreement as possible. Although space will not permit me to cover the whole agreement, | want to outline the six major elements of the Charlottetown agreement. First,is a new Canada Clause which will speak to the fundamental characteristics of the country. It will include reference to the equality of men and women, racial and ethnic equality, recognition of Quebec as a distinct society, a commitment to the vitality and the development of official minority language communities, respect for individual and collective human rights, and recognition of the principle of aboriginal self-government Second, is a statement on the social and economic union that will describe the commitment of federal and provincial governments to health care, education, social services, protection of the environment, and other social and economic objectives. It is based on Ontario's social charter proposal Third, is the recognition of the inherent right of self government for Canada's aboriginal peoples.» 'The entrenchment of the inherent right was one of the Government of Ontario's objectives going intg the process. It will allow Local news is just one of the reasons why more people choose CKLY over th many stations that come into our market.* The CKLY news team covers council meetings in Lindsay, Bobcaygeon, Fenelon Falls, Brock Township, and Port Perry. We're first in providing the news that affects you most. Be A Part of the Informed Majority! aboriginal Canadians to overcome centuries of domination The fourth area of change is the reform of our national institutions of government. The principle of equal representation for provinces in the Senate will be balanced by a House of Commons which conforms more closely to the principle of representation by population Under this agreement,Ontarie will gain eighteen additional Members Of Parliament. The Senate will not be a confidence chamber. This means the Senate cannot defeat the government which was elected to govern by virtue of majority support in the House of Commons. The fifth area of reform relates to the distribution of powers between the federal and provincial governments. These changes are intended to reduce the overlap and duplication and allow governments to manage Canada's social, cultural and economic affairs more effectively Provinces may choose to assume greater responsibility for forestry, mining, tourism, recreation, municipal and urban affairs and training. At the same time, the agreement protects national standards and ensures a continued role for the federal government Finally, the agreement will provide for a mechanism that will prevent the federal government from unilaterally backing away from Stump the Ump intergovernmental agreements. This approach, which was advocated by Ontario, resulted from concerns over the federal government's unilateral decision to place a limit on Canadian Assistance payments to the province. This decision by the federal government has been very costly for Ontario taxpayers. It is my personal belief that this agreement is something that all Canadians can feel good about. Quebec will be recognized as a full partner in Confederation Aboriginal peoples will be accorded their due recognition as the first peoples of Canada. Smaller provinces will have a more effective voice in Parliament, and the social programs that we care so much about will be protected by the constitution. Perhaps of most importance is, that with this agreement, all politicians can now focus their attention on jobs and the economy. I urge you to participate in the local referendum debates that will be held in the riding. Some being held in the afternoons during the coming weeks, | will be unable to new attend due to my duties in the Legislature.
