my Scugog Citizen -- Tuesday, April 5 1993 --6 4 Development proposal on Old Simcoe St. A proposal for a large residential development near the Port Perry Fairgrounds was unveiled for Scugog Township council Monday afternoon. Rattleglen Developments wants eventually to build 400 housing units on 94 acres of land on the west side of Old Simcoe Street, just south of Durham Road 8. Marvin Geist, a lawyer representing the developers told council on Monday the initial phase of the development would be for 106 townhouses. "We are doers not talkers," said Mr. Geist in asking for initial Township approval for the 106 units. He noted that almost four years ago, there was a plan for 74 estate residential homes on the land. The proposal unveiled Monday includes a 6.5 acres site for a Catholic School on Old Simcoe Street between Paxton and Balsam Streets. Mr. Geist said the Durham Separate School Board has expressed a strong interest in that site for a new school. Council took no action on the request for initial approval because this proposal is facing the same problem as several other developments plans in the Port Perry area: lack of sewage capacity. Durham Region says there currently is capacity in the system for just 265 new housing units. There are three developments between Port Perry and Prince Albert (Union Avenue) which alone add up to more than 265 units. These Union Ave. developments 'are also subject to a major drainage study that should be completed in the near future. The question of sewage system capacity is posing a major problem for the devel of new h g in the community. Councillor Yvonne Christie said after Monday's meeting that some time in the near future, the council will have to decide how to allocate the capacity for 265 lots. "It will be a ménumental decision," she said that could set development patterns in the community for years to come. She suggested that if the capacity is split among several developments, it may not be economically feasible for any of them to proceed. And it will be another six months at least before studies conclude if the current treatment system can be enlarged for more development. At one point during Mr. Geist's presentation to council, he said Rattleglen is willing to work to find new capacity in the sewage treatment system. Cadmus residents say no liquor licence Scugog Council wants the Liquor Licencing Board to hold a public hearing on a liquor licence application filed by the "Cadmus Country Club." Residents of the small hamlet of Cadmus east of Blackstock have expressed strong concerns "We are willing to work to challenge the numbers," (the 266 lots for allocation) he told the council. Ward 2 councillor Marilyn Pearce told Mr. Geist that a watershed study will be required on Cawker's Creek which runs along the west side of the proposed development. "We are prepared to keep the area peaceful and quiet," he told council. Township administrator Earl Cuddie said a private fishing club conforms with municipal by-laws. He added that it is up to the Liquor Licencing Board, about a liquor licence being granted to the private fishing club being developed just south of the community. Several letters of opposition were filed with the Township last week. Pete Reid appeared in front of council Monday afternoon and said the concerns centre around the narrow roads, children's safety, trespassers and a general intrusion into a largely quiet not local council, to rule on whether a liquor licence is granted to the club. Mr. Reid requested that the council throw its weight behind a request for an LLBO hearing where residents of the hamlet can tell the board their concerns. Written submissions to the LLBO must be filed prior to April 17 and Mr. Reid said Cadmus residents will be doing this. rural life-style.
