2 Harris proposes user fees in Ontario by Susan Tapp Progressive Conservative leader Mike Harris believes user fees are one way to bring down the provincial deficit in three to fougyears. "We could balance the budget with no tax increases, and I think we could have as good or better services than we have from government today," Harris said in an address to about 200 party members at the Bowmanville Arena on April 20. But in order to do this, Harris said the people of Ontario may have to start paying for things like health care. "Should we pay 100% of everything (health care) or a less per centage, and not lose the service altogether?" Harris also said there are many things the government is doing that the private sector could do and more efficiently to help cut the deficit. He suggested that day care and housing be left up to private enterprise. "The government is spending billions on housing, at about three times the cost in the private sector," he said. The government can't manage buildings half as well as the private sector." Harris said if this took place, rent and day-care subsidies could be given to the needy and money could be cut from welfare payments. "We're going to quit paying people to sit home and do nothing," he said. Harris said while he agrees with premier Bob Rae's attempt to bring down the deficit by cutting costs of the public sector payroll, he said the premier only had half a solution to the problem. "You can't downsize government and be successful unless your are up-sizing the private sector," said Harris. If there are lay offs, there have to be more jobs created, he said.
