ES Lo) -- wy" 30 -- Scugog Citizen -- Tuesday, May 11, 1993 -- ~~ dis > Ontario to radically change driver testing Starting next spring new drivers in Ontario will have to wait two years before they are fully licenced to drive on all highways in the province. The graduated licencing system was announced-last week as a major component of the government's goal to make Ontario's roads the safest in North America, said Transport Minister Gilles Pouliot. "There is overwhelming evidence that inexperienced drivers pose a very serious safety threat--not just to themselves but to others on the road," said Pouliot at a news conference at Toronto's Sunnybrook Medical Centre where many of the 90,000 road people injured in Jeff Kem d Susan Kyte were selected as the Cartwright High School King and Queen at the school's annual Spring The runners up at the Spring Formal were Lisa Gilbank, Alice White, 4 Jason Dunkley and Formal on Saturday evening. accidents each year get treatment. Under the new system all new drivers will enter a two- level process that will last two years, or 20 months if they complete an approved driver education course. At Level One, new drivers will face numerous restric- tions. They will only be allowed to operate cars, vans and small trucks; can carry only as many passengers as there are seat belts in the vehicle; can drive only when accompanied by a fully licenced driver with at least four years experience, who has a blood/alcohol level of less than 0.5 per cent. Aaron Cohoon. As well at Level "One, they will nét be permitted to drive on the 400-series highways in the province; cannot drive between midnight and 5:00 AM, and will have to display a . vehicle sticker identifying them as new drivers. To enter Level Two, the driver must pass a basic driving course by a licenced examiner. Level Two will last 12 months with more privileges granted. At the end of Level Two, drivers will have to pass an advanced test that focuses on their ability to recognize hazardous situations and their ability to take the appropriate actions. A similar graduated licencing system for all new motorcycle drivers will also be introduced next spring. Statistics show that traffic accidents are the leading cause of death among young people 16-24 in Ontario. This age group represents about 16 per cent of all Ontario drivers, but 25 per cent of drivers who lose their lives on the road. Pouliot said the province will seek public comment over the next 12 months before the new 'egulations become law. The times and dates of public hearings will be advertised, he said.
