Mill rate hikes and any other changes in assessment set the 1993 rebate at 73 per cent. The 1994 program will be similar to the 1993 program with the rebate level to be determined this year. Buchanan noted that the rebate programs are being kept at last year's value, despite wide spread cutbacks in government expenditures in other areas. Amnesty on those books Mysteries are missing. So are, Picture Bodks, Science Fiction, Talking Books and even four volumes of Encyclopedia. In fact, the Scugog Memorial Library has over $6,700 worth of books that are "over-due" or "lost." Since our library! your library, cherishes every last volume, and needs every missing one to better serve the readers of this community, we urge everyone to search the corners and shelves to find our lost and overdue items. And in order to make this task as painless as possible, the Library will be having an "Amnesty Period" from October 4 to October 15. Bring them back, please, no fines, just a big thank you from the Scugog Library. However, we would ask that anyone returning a book during that period bring a non- perishable food item for the Scugog Food Bank. : The Library urges everyone to help fill the shelves, and also the Food Bank. Library going backwards From page one to me," she added, "but we (council) just can't go out and print money." Ward 2 rep Marilyn Pearce said ratepayers in Scugog would never tolerate a five mil tax hike to bring the Library's collection up to standards. "I think the library does a good job with what it has. I don't hold out much hope for more money," she said. Mr. Wills said of more than 30 libraries serving communities from 15,000 to 29,000 population, Scugog is third from the bottom in terms of tax support per capita. In 1991 (when the survey was done) the library received $10.29 per capita jn tax supported grants. And he said the situation in 1993 is worse than two years ago. Of immediate concern to the library is the issue of pay equity. Mr. Wills told council this must be settled with staff or a provincial tribunal will do it. He estimates pay equity will add another 15 to 20 per cent to the operating budget and the settlement will be retroactive to 1990 when the pay equity legislation in Ontario came into effect. Council agreed that funds for the pay equity settlement will have to be found because it is provincial law. Back in 1989, the council of day voted not to include library staff as Township employees for pay equity purposes, a decision Mr. Wills said "has come home to roost."
