"I think we all recognized that there is a lack of real understanding in the U.S. especially regarding Canada's supply management system, and its potential benefits for other countries, including the U.S." The main proposal of the Ontario .delegation was the strengthening and clarification of Article XI under a new GATT agreement as part of Canada's balanced position. Article XI allows countries to restrict the import of agricfitural and fisheries prod under certain conditions as governed under the GATT. Supply management in Canada meets these conditions by controlling domestic production of such products as poultry, eggs and milk. Uncertainties over interpre- tations of Article XI have raised Canada's and Ontario's farmers' concerns about their ability to continue operating under the supply management system, which has led to the proposal for clarification. Buchanan said that although the U.S. Administration appears to be committed to its position of converting all import quotas to tariffs, the discussions produced a useful exchange of information and views. . Bill and Photo courtesy Greg Hewson friends arrive safely Bill Lishman of Blackstock, sometimes known as "Father Goose" and his eighteen Canada geese landed safely at the Airlie Research Centre in Virginia. Lishman contacted the £itizen on October 26 to announce their safe arrival. In spite of high winds, rain and fog the flight went fairly well and each time they touched down for a short rest, whether it be for a few hours or a couple of days, they always received the royal treatment from our American neighbours. Lishman departed for Virginia on October 19 and made the trip in one week. At one time he wasn't sure if the trip would take as little as five days or a few weeks so is pleased everything went well. The geese were led by Lishman and another pilot/photographer, Joe Duff, in two specially or gned ultralight aircraft. The fight was closely monitored and That was then .... 'Operation Migration' is purely experimental whereby Lishman hopes to teach the birds a migratory journey to the balmier climate of Virginia, thus imprinting a specific route and winter location - one that the birds will follow throughout their lives and pass on to their offspring. Working «with Lishman on this project is Dr William Sladen, a scientist with the Airlie Research Centre. If the experiment is a success with the geese, the method could be attempted with endangered species such as the trumpeter swan _ and the whooping crane. But the results will not be known until the end of 1994 at the earliest.
