Three fined $100 in court Three Bcugog residents were fined $100 last week after pleading guilty in Whitby court last week to charges under the Township's burning by-law. The charges stem from incidents last year described by Scugog fire Chief Don Steele as "pre-set fires." He told the Citizen the fire department and the Township's by-law enforcement officer agreed with the $100 fines. "We were not after large monetary fines. What we want to do is stop people from lighting fires," he said. And he promised that his department will rigorously enforce the Township's new Burn by-law. The charges in court last week involved cases of burning rubbish at property on Shirley Road and Malcolm Road and the burning of wood on Honey's A fourth charge was to be heard last week but when the defendant failed to appear a court date in March was set. Chief Steele said that in 1993 the number of times the fire department responded to pre-set fires climbed 28 per cent, and he is determined to use the Township's by-laws to greatly reduce these kinds of calls. Not only do these calls cost the Township money, they tie up personnel and equipment. He said members of the volunteer fire department have enough to "do and really dislike putting out fires that were pre-set. Last fall, after wrestling with this issue for many months, the Scugog council endorsed a new burn by-law which makes it illegal to burn anything in"Way built-up area of the Township. Those in non built-up area must obtain a permit from the fire department before burning. Chief Steele warned that the Fire Department will prosecute all violations of the by-law.
