Ward 2 rep Marilyn Pearce said a total non-smoking policy similar to the one at the Blackstock Rec Centre could limit the Township's ability to rent the new facility for a variety of functions. "There are very few community halls that have a total ban on smoking," she said, adding the Township policy should give the smoking option to the person or group that rents the hall for a specific function. Ward 1 rep Ken Carruthers agreed the Township should not limit the rental possibilities with a blanket non-smoking policy, but he cautioned that if smoking is allowed, there will be added costs for ventilation equipment and cleaning. The discussion on a smoking policy came up after architect Dennis Bryan told council that drawings for the project are now being prepared and the building could he completed by late spring nex yefr. But there are several important details yet to be worked out. For 'council wants the flooring in the hall suitable for such activities as floor hockey and aerobics. And the proposed 12 foot ceilings should be raised to at least 14 feet and prefewably higher. Mr. Bryan said he has had extensive consultations with caterers on the design of the kitchen so that it can be used by those with professional catering experience or those who volunteer to prepare and serve food at a function. The community centre will be joined to the Scugog Arena by an indoor hallway. The hall will seat 450 people, but it can be divided into three section for functions with less people, said Mr. Bryan. Council is considering a suggestion to have the facility licenced by the Liquor Licencing Board rather than have individual groups take out a special occasion permit if alcohol is to be served. Also at Monday's meeting, the Parks and Recreation Committee will assume interim management duties for the Centre over the next six months. One of the main decisions that must be made is how much to charge for renting the facility. The Township has applied for infrastructure (federal/ provincial) grants to cover two- thirds of the $1.06 million building.
