wy Sougog Cllisen -- Tuesday, October 4, 1004 --33 Scugog man lobbied hard against stamp hike Scugog Township resident Doug Moffatt is no stranger to budget and costing analysis as demonstrated by fast week's announcement that the Federal Cabinet has denied Canada Post an increase which would have added 4.7% to the cost of every letter mailed. Moffatt, a candidate for election to Scugog Council in Ward One is executive director of the Canadian Courier Association and has led that organization's fight to bring Canada Post's costing into the Durham teachers agree to two year contract A tentative settlement between the Durham Board of Education and its 2,200 elementary teachers was reached June 29, without the assigiance of a provincial mediator. The Collective Agreement was ratified September 16, 1994 by the elementary teachers and September 26, 1994 by the Board. The agreement covers a two year period from September 1, 1993 to August 31, 1995. It calls for no changes to wages, allowances or benefits from the terms of the previous agreement. Budget savings totalling $685,000 will be realized through reductions in Educational Improvement Leave funding and changes to stdffing allocations resulting from attrition and growth. No teacher lay-offs will result. Contract language in relation to class size guidelines and the prepaid leave plan were clarified. A joint committee to undertake a cost benefit analysis of the current group benefits will be struck. Durham Board spokespersons noted that, "Collective bargaining is vgry different and challenging under the terms of the Social Contract. All participants are to be congratulated for their hard work and responsible leadership." ' Union will endorse candidates The Political Education Committee of C.A.W. Local 222 is inviting any candidates for municipal office to open interviews on October 17, 1994. The Committee will make recommendations for endorsation to our Executive Board and membership. Moffatt, who works part time in this position has met with editorial boards of the Toronto Star and Financial Post in order to get.these papers interested in the neglected story behind Canada Post's latest proposal. The papers both printed lead editorials and stories as a direct result of Moffatt's analysis. The Courier Association at the same time worked to get business groups and"Individuals to write to their M.P. requesting more scrutiny of the increases. Kal Tobias of DHL and president of the Courier Association said, "This is a direct result of Doug's leadership. He almost singlehandedly won this one!" Moffatt has worked for several years to bring a CRTC type of review to Canada Post through meetings with Cabinet members and M.P.s to make sure that revenues from the classes of mail where Canada Post enjoys monopoly protection are not used in the areas where Canada Post must compete with private op claims that the price of a first class stamp has risen by over 120% since the post office became a crown corporation while the Consumer Price Index has risen only 65% in the same period. These extra charges to Post to offer less than cost products such as admail and parcel delivery to large customers. "You and I have been overcharged so that Canada Post could offer discounts to others. That's not right and it should be Canadians have allowed Canada stopped," Moffatt said.
