He said the council over the last three years has provided Scugog with "fair and responsible government ..and my record shows support for balanced budgets and surpluses." Mr. Carruthers, seeking re- election to a second straight term as the Ward 1 rep is facing a challenge from Doug Moffatt and Barry Johnston In his opening address, Mr Carruthers said the campaign has seen "few facts and lots of un-necessary rhetoric" and he pledged to protect the quality of life and the institutions "we all cherish." He suggested money for construction be raised locally Mr. Moffatt said the taxpayers must not end up subsWizing the operation of the building, and he wanted to know why the council does not have a business plan on how it . will operate. "I am not convinced (the hall) will operate at a profit or even break-even," he said On the issue of a new lease for the Fairgrounds, Mr Carruthers said he favours a ten year extension without an escape clause unless the Fair 1s not staged for two years in succession Mr. Moffatt said he favours a ten year lease, but would like to see escape clause "agreeable to both" the Township and the Fair Board Mr. Johnsten told the meeting he believes it makes good business sense for the Township to have an escape clause in a new le An indepefident businessman s in Scugog for several years, an 34 Water Street, Port Perry, Ontario L9L 1J2 985-8471 PERSONAL ATTENTION TOALLOF [FNP YOUR GENERAL INSURANCE NEEDS FORDER - PARKS INSURANCE BROKERS INC.
