Candidates' Opinions The Scugog Citizen Invited all Municipal Candidates to answer the following questions regarding some of the current Issues In Scugog Township. The questions posed to the candidates are as follows : #1. State your position with regard to a new lease for the Port Perry Fairgrounds and make specific reference to whether the Township needs an 'escape clause'? #2. Are you In favour of Scugog Township moving ahead with recreational facilities - specifically a second Ice pad, swimming pool, and banquet hall at Scugog Centre? If yes, on what timetable and how would these facilities be paid for? Also, how would the operating costs be covered If they are bulit? #3. Outline your Ideas on what kind of development Scugog Township needs to generate new jobs - "tourism, manufacturing, - service, commercial. * #4. Lake Scugog Is said to be u the lake, the fish and wildlife do not suffer permanent damage? #5. If elected, would you mak Also, a declaration of wha ou - HOWARD HALL 'candidate for MAYOR 1) To run the Municipality like a business, necessitates a business type lease, that in my experience includes not only the length of the lease but an "escape" clause that is negotiable. This we have tried to do. 2) Let's set the record straight. Council approved the building of a Community Hall Facility (not just a banquet hall). The recreational needs study identified a swimming pool as our number one priority, with the second ice pad next on the list as there i8 a very limited amount of provincial monies available for this type of project, therefore it's pretty obvious to build either will require a combination of taxes and community . fundraising. 3) Steady yearly growth in the residential marketplace provides local jobe for carpenters, masons, electricians,' plumbers, etc. This also provides growth in the local service industries and enhances commercial degelopment. We must continue to try to attract industry to our community and expand and take advantage of the fastest growing industry in Ontario, tourism. With the amenities we have, i.e. Lake Scugog, winter and summer activities, unique store, etc. and being within an hour's drive for some three million people in the Greater Toronto Area, we are ideally situated to become a great tourist destination point. 4) There is certainly concern with the year-round pressure on Lake Scugog. The Ministry of the Environment and the Ministry of Natural Resources are attempting to tontrol the quality of 'water in Lake Scugog. This must The fish population is not only being depleted, but the size of the fish is smaller. This is being monitored and | think the results would be a shorter fishing season, both summer and winter, with the possibility of no winter fishing for a few years. 5) Provincial law mandates the disclosure of your personal assets and that of your spouse. | have no difficulty whatsoever with this. DAVID MALCOLM candidate for MAYOR 1) I am in favour of a new lease for the fairground. I do believe that any lease must have a performance addendum that would provide for cancellation in the event of non compliance. 2) I believe that the Township needs a large variety of things, # however a banquet hall is not one of them. Any other recreational facility should be considered with thought given to enhancement of public facilities tempered with financial reality. In all cases we must give thought to a "user pay" approach. 3) We must encourage individuals with business spirit to open light industrial enterprises. More commercial land must come available in and around Port Perry. Emphasis an development that is going to bring long term employment with more than minimum wage part- time workers. We must continue to nourish tourism but not overfeed it. r 4) We must make people accountable for their use of the lake. Building on sss stop, moving potintial development into 'existing business and residential areas. Develop all remaining waterfront on a joint venture basis with both private and public groups. 5) I would declare all my various interests in accord with the recommendations as laid out "by Mr. Rae and the current Provincial Government. YVONNE CHRISTIE candidate for REGIONAL COUNCIL 1) A lease is a Business transaction. If the Township is to be run in a business-like manner then both the lessor and the lessee should have an "escape clause". 2) Yes; as we can afford to do so. The timetable could be five or so years with public fundraising. The operating costs would be covered by proper management, including programming and promotion. 3) The Township can encourage the "climate" in which people want to live and work. We need to promote and improve upon what we already have in Scugog. 4) All bodies of water are under pressure in Southern Ontario. Ongoing watershed studies will proiect Lake Scugog. The re-introduction of shoreline monitoring (septic systems) by the Federal and Provincial governments would be a positive step. 5) I would have no difficulty - my list would be very short. I have a philosophical problem with the principle of "invasion of privacy" and where the line would be drawn. er extreme pressure year-round. Do you agree, and If 0, what steps should be taken to make sure public declaration of all property owned by yourself, your spouse, or controlled by you in Scugog? usiness(es) you own, control or are a partner. In? GLENN MALCOLM candidate for « REGIONAL COUNCIL 1) If elected IT would support extending the current lease a further 10 years with no escape clause but a general understanding. This action would show good faith in negotiations and provide a cooling off period. I believe that within the new 10 year period, the council of the day will realize that the Fairgrounds should remain permanent open space forever. , 2) Yes, but at a later date. I believe that a second ice pad will be needed before the large banquet hall. I disagree with the timetable of councils decision and the priority they have placed on building the hall now and financing our share by draining reserves. Our roads needed an injection immediately of the $1 million vs. the banquet hall. Operating costs should be borne in large part by the users with the public funds providing limited exposure to operating costs. 3) Scugog needs these four kinds of developments plus moderate residential growth. Any development can create jobs both short and long term. The key to acceptable development is careful planning combined with moderate, controlled growth. Scugog needs a development committee that includes members of the public. I would support this. . 4) Yes, I agree. This issue concerns government departments beyond the scope of Scugog Township. As a councillor I can state that comments from environmental agencies will always be given high priority when development proposals are made. * 5) Yes. (Part 1) Yes. (Part 2) BE SURE TO VOTE, MONDAY, NOVEMBER 14th, 1994 If you are unable to vote on November 14th, an Advance Poll will be held Wednesday, Nov. 9th from 10 AM to 8 PM at the Scugog Municipal Office and at the Nestleton Community Centre.
