Overall concept should be based on user pay principles, but must recognize the risks that some costs could end up affecting the general levy. 3) Each of these sectors could provide jobs. Our approach must be supportive to all and as well we must promote high tech and administration centre type projects. We've got to beat the bushes in order to promote Scugog but must be selective in order to ensure that proposals are beneficial and do not impact negatively on the character and lifestyle of the comm unity. 4) No question the lake is under pressure and must be protected. With regard to the fishery it is too soon to tell how effective recent steps taken by MNR will be. This must be monitored and if necessary expanded upon. I believe drainage and pollution standards on new development "are adequate. but, greater enforcement required to minimize pollution from existing properties. 5)Yes. 1) Port Perry Agricultural Society is an integral and historic part of Scugog Township and certainly requires a solid long-term lease to be able to continue its successes. Because no. one can accurately predict the future, both parties require an "escape Clause" for use gnly in very extra- ordinary circumstances and in a mutually agreed upon manner. 2) Eventually, yes but step by step only as funds, become available from various sources. Operating costs definitely would have to be covered on "a user-fee basis", Completion would not be done for several or more years. The key word is "eventually". 3) Scugog badly needs additional light industry and service type of development. To expect them to dedicate time and energy when at the drop of a hat the "escape clause" could be invoked would not be reasonable. The Fair is healthy and viable find a major contributor to the culture of the community. We have already experienced the sale of parkland in the Township of Scugog and' the divisiveness that this has caused. Give the Fair Board a long lease open to negotiation at any time. - Reasonable people can come up with reasonable answers should +2 problem or an opportunity ever arise with regards to this quality patch of land. 2) We have to find different and better ways to fund recreational facilities than by deficit spending and government hand outs, All these things are nice to have but if they, can't be run so that they carry themselves to a reasonable extent then we just can't afford them. If it's fire trucks or recreational facilities then fire trucks have to come first. 3) Begause of our rural, natural setting our best bet is to continue to develop a tourism industry. This.would not just include resorts and boating but other related light industries such as boat building and repair and perhaps souvenir manufacturing. All sewage must be treated, farmers must be encouraged to not pollute the lake either directly or indirectly thrqugh run off and stream contamination but should not be expected to sustain all of the costs to do this. Our youth educated and encouraged to protect this fine asset. This extension of the Kawarthas reaches out to all of the Greater Metro Region and can continue to be a valuable asset if we treat it with respect. 5) Yes. community. 4) That might have been the case a year ago, but . certainly the shortened ice fishing season has paid off under close scrutiny of the Ministry of Natural Resources. 5) Thankfully, we reside in a democracy where not every detail must be showcased as a public declaration. Revemsrance Day Lest We Foret , | | 1) A new teise agreement should be entered into with the Agricultural Society that extends from the current expiry date of July 1997 to July 2007. An escape clause is unnecessary as there is currently a clause which protects the interests of the Township. If the Agricultural Society fails to hold a fair for two consecutive years the land reverts to the control of the Township. The inclusion of a termination clause makes planning very difficult for the Fair and other site improvements. 2) I am in favour of these recreational facilities if we can accomplish them without raising taxes and if they can be operated and maintained without additional tax increases. Upon registering as a candidate in this election I voiced the opinion that the building of the community hall be postponed until input could be sought from the electorate as to whether this would be the appropriate project for which to apply for infrastructure grants. According to the Economic Development Survey, the banquet facility was #3 on the list of desirable projects for Township residents. These facilities should ideally be able to cover their own operating costs, however recent \reports have shown that similar facilities in other townships do not necessarily meet this criteria. 3) We need to encourage development that is consistent and compatible with the existing community. By its geographic nature the Township will attract light and cottage type industry. The majority of Economic Devel t Survey r d stated that the size of the Township should not increase beyond 25,000 in the next ten years. To have this type of expansion the sewage capacity must be addressed as it is currently at capacity with the developments which have already been approved, 4) Scugog Township is a member municipality of the Kawartha Region Conservation Authority. The mandate of the Authority is to "undertake programs to conserve, develop, and manage the natural resources of the watershed covered by member municipalities." It is most important that we draw upon the expertise of this organization and the Lake Simcoe Authority together with concerned environmental groups and the First Nations of the Mississaugas to preserve and properly use all of our natural assets today and in the future. 5) Yes. Proposed Ontario Government legislation will require extensive financial disclosure of all office holders, their spouses and dependant children.
