' Carruthers by a nos&* in Ward 2 by-election Tuesday night's by-election was a down-to-the-wire race between Ken 'Carruthers and Jim Grosvenor. But Carruthers nipped him at the finish to win by a nose. With 287 votes, Carruthers was 13 ahead of Grosvenor's 274 when the ballots were counted in the Scugog municipal chambers. Grosvenor lost a two way race to Marilyn Pearce in the November election. Also running in the Ward 2 by- election were Jeff Brown, Elgin Knopp and Ruth Mark. After serving a term on Scugog council, Carruthers lost a tough battle against Doug Moffatt for the Ward 1 seat in last November's election. Last time he won the "advanced poll. In the by-election he lost the advance poll but won the election "It's a reversal jubilant this time" a Carruthers said * Tuesday night in the Council Chambers where the results were tabulated. "I feel wonderful and am looking towards working with a great council" he said. Issues Carruthers contended with in his campaign dealt mainly with traffic concerns and development within the Ward. Of the 2800 people eligible to vote, just over 800 came out to the polls, or about 28 per cent, considered low for a municipal election. When Carruthers was out knocking on doors he said a lot of people couldn't get excited about the election, and there seemed to be confusion on the part of some with the provincial vote coming up on June 8. "It's never easy to get people out to vote" he said. But he was thankful to those who did take the time to cast their ballots. Carruthers gave a special note of thanks to his campaign manager, Pat Bird. "She was my Ken Carruthers, winner of the Ward 2 by-election. backbone" he said, adding he had a dozen people out working hard in his campaign Mayor Howard Hall and members of Council welcomed Carruthers back. Elgin Knopp finished third in the race with 122 votes, followed by Jeff Brown with 89 and Ruth Malk with 47 votes. In his remarks, Brown" congratulated Carruthers and gave special thanks to his supporters and his family. "I'll be back again in '97" he promised. As for Knopp, he said it was an "uphill climb" but thanked his family and supporters for standing behind him. Grosvenor and Mark were not available for comment immediately after the results were announced or before the Citizen deadline. The by-election became necessary when Marilyn Pearce was named to the Regional Council seat left vacant by the passing of Yvonne Christie earlier this year. Councillor Carruthers will be officially sworn into office at the Council meeting of June 6. : Scugog Township is getting ready to crack down on illegal signs. * Council has instructed the by-law enforcement department to start warning individuals and businesses thig week to remove illegal signs or face legal action: Enforcement officer Bill Henshall told the Citizen he has identified more than 60 Crack down on illegal signs of municipal by-laws. However, the crack-down will not be limited strictly to Port Perry, he said. Most of the signs in question are on sidewalks and boulevards, or in areas that block motorists vision at' intersections. Other signs, he said, are in parking spots which don't meet the set-back allowance from the street.
