The layoffs came last week following the provincial government's economic statement and severe financial cutbacks to the Authority which has left it un-funded as of January, 1996. The eight temporary layoffs come on the heels of three permanent layoffs by the Authority earlier this year. In announcing the layoffs last week general manager said "the loss of people's jobs is tough to deal with, especially at this time of year. "But the biggest hurdle of all is the prospect of losing conservation and the local community and watershed level." He went on to say that all aspects of the Authority's operations will be reviewed, including what programs at what cost can be provided to municipalities, the continuation of merger talks with other authorities, and the possibility of maintaining the authority as a corporate entity to be renewed when environmental needs are cod resource man t at Is it worth it? Scugog councillors were shocked to find it cost the Township $980 in legal fees to take a complaint to court about a barking dog. They were even more shocked when told that the owner of the barking dog had been convicted and fined $100. Is it worth it to take these cases to court when the costs are so high and the fines so low? Township administrator Earl Cuddie said in many instances Scugog has no choice but to prosecute by- law infractions when there is a complaint filed. And to go into court properly prepared takes both staff time and professional legal help, he told councillors Monday. He also said that judges rarely award costs to the Township even when there is a conviction. The Township is currently working on several by-law infractions in which the costs will be much higher than any fine, if there is a conviction.
