The identity of the 26 year old man was not released at the request of his family .and the identities of the Durham Police officers involved in the incident were not made public in the SIU findings handed down last week. The events leading to the man's death began the evening of September 26 when Durham Police were called to the Mental Health Centre to assist staff. The man' had been placed in restraints by Centre Staff but he broke free, began shouting loudly in his native language and was thrashing wildly with one end of a wrist restraint which contained a metal buckle. He was wearing' ankle restraints at the time as well. When Police arrived, they agreed with medical staff to subdue the maf 'with pepper spray becatse it had been successfully on a previous occasion. Two officers entered the room and applied a 3-4 second burst of the spray. However, the spray did not Have the desired effects. The SIU report said an autopsy revealed cause of death to be arrythmia of the heart, There was no indication of any foul play, and no * trauma to the man's body associated with the death.
