wp 2 -- Scugog Citizen -- Tuesday, May 14, 1996 yd School taxes on the rise Public school taxes will be going up this year by $47 on a house with an average assessment, or just under four per cent. Trustees with the Durham Board voted May 8 on a new budget of $361.4 million, which is actually $5 million less than the Board spent on public education in Durham last year, said Scugog trustee Bobbie Drew who supported the budget. "I don't think anybody is completely happy with this budget. A lot, too much has been trimmed out that will affect the students in the classroom. It will filter down to the classroom levels, there's no question about that," she told the Citizen. The tax hike is necessary in Durham this year due to cut-backs in funding from the provincial government #nd increased student enrolments. Durham's share of provincial grants fell by about $9 million this year and will drop again in 1997. In an effort to keep increasessto a minimum this year, trustees cut junior kindergdrten programs planned for this fall and trimmed a total of 173 positions within the Asystem. But trustees pfit back into the budget seven- speech pathologists and psychometrists who work in all areas of the system. Other cuts this yeaar included $2.5 million in maintenance which will mean some roofs won't gét fixed until they start to . leak and schools won't get a fresh coat of paint. The budget was approved by a 10-5 margin at a special meeting held on May 8 after a process that stretched back 10 months. OMB costs Scugog $20,000 The Ontario Municipal Board hearing into the 'proposed sale of parkland in Blackstock will cost the Township in excess of $20,000, council was told Monday afternoon. (905) 985-2432 22% Srv told council the costs would have been considerably less' q, had Blactstock resident Fred Ford, the principal appéllant at the three day hearing, accepted certain statements of fact by the municipality. - \ 7990 The refusal to accept these statements of fact meant, the Township had to call expert witnesses to the hearing to testify on such things as the suitability of the soils for septic systems and wells and having a planner sit through the entire three t day hearing. The planner's bill of $6700 has already been submitted to the Township. Mr. Cuddie said other bills for legal fees, hydrology and soil reports will push the final total to the $20,000 rangéd, at least. At issue was the Township's desire to sell a 2.5 acre of pfkiand at the corner of Old Scugog Road and Greensborough Drive for three building lots. The Township hoped to use the money from the sale forimprovements to the recrehtion faciliti facilities at the Fairgrounds in Blaékstock. Objections to the sale which resuitedsin the three-day OMB hearing were raised by Mr. Ford and two neighbours who live immediately to the north of the parcel of land in question. Councillors expressed dismay that the hearing wound up costing the taxpayers of Scugog so * much money.
