Ad « ON THE FARM Finding students is no problem -- finding jobs is slightly harder Shelley Holliday's job has never been easier. The 24-year-old University of Toronto student has a summer job atthe East Central Agricultural Employment Services office, 170 Queen St. in Port Perry, and it's her job to recruit and place other . students in farm work. In other years, when the econo- my was booming, placement offi- cers like Shelley had a toughery time finding students willing to do the necessary hard work. But not this year. In 1991, the number of students registered for placement is up 67 per cent: In June last year, 307 stu- dents were registered. This year, the number has jumped to 513. "I would say it's because more people are looking for work," Shelley said. "They're not so picky." Rolly has noticed the students Shelley Holliday applying for work are also older, in the 15 to 17 year age bracket instead of more typical 13 10 14- year-olds. They're being picked up by 246 registered employers -- farmers looking mostly for help haying, although there is plenty of work tree pruning, chicken pick- ing, stall cleaning and general maintenance. The crops have been good this year and the hay season has come carly, Rolly says, thanks to June's heat wave. "We could use some rain now, though," he added. Despite the high number of stu- dents registered for farm work, more students are always needed. To register for farm work, or fo hire a student, call Shelley at 985- 3831. Summer hours for the office are 7 am. to 3:30 p.m., including Sawrdays and holidays. Farm agencies are lobbying compensation rule changes Generally, the Workman's Compensation Board (WCB) has made life better for farm workers, but it may have reduced the amount of work available. According to Rolly Coy, man- ager of East Central Agricultural Employment Services, the tight regulations of WCB prevents many small farm and hobby farm operations from hiring occasional help. In order to hire occasional help from Agricultural Employment Services for short term tasks like * haying, farms must be registered employers. A farmer is required to . report and register its business with Workman's Comp within one month of first employing help. * Farmers pay an annual assess- ment to the WCB, based on the rate group into which they fall and their total annual payroll. Farm operations are classified into rate groups, depending on the type of farming. For large farms which have full-time employees, getting some extra help during busy times is relatively éasy. The farmer simply arranges for workers through Agricultural Employment Services. But for hobby farmers, who "don't have employees, who aren't familiar with the rules and who aren't registered with the WCB, hiring through Agricultural Employment Services isn't possi- ble. ' "The legislation is almost a 'hindrance to the employment of young people," Mr..Coy said, call- sing it "unrealistic" and "restrict- ing." He said the farming industry is presently lobbying the govern- ment 10 lower WCB requireménts.
