wp" 4-- Scugog Citizen -- Tuesd , July 9, 1991 R.I.D.E. upsets some Caesarea residents who are frustrated with inconveniences FROM PAGE 1 a picnic table at the village's four corners, to collect signatures on a petition reading: "Wethe citizens of Caesarea feel that we all must' live in this community in harmo- . ny. To live in a small village is everyone's privilege. This practice we believe is very inconvenient to all concerned. What is your feel- ing?" The petition was divided into two columns -- 'For Roadblocks' and 'Against Roadblocks'. By Sunday night, there were four names in the 'For' column; there were 1% names in the 'Against'. One of the organizers of the petition, Kathy Wray, wrote up a list of reasons why she and her neighbors are frustrated with the roadblocks. She's worried the roadblocks are affecting property values; with the blocks at the fire hall, she asks "what happens if there is an emergency or fire? Seconds count in these situations"; she's worried "about the name the whole town is going to get" and how it's going to affect local busi- nesses. Mostly though, it's "the incon- venience to the people of the town. You go out of town to do short errands, like back and forth to the dump, and you have to go through this so-called R.I.D.E. program and show 1.D. every time," she wrote. "If they want 10 hassle the bikers, why don't they patrol the area instead of setting up, these R.I.D.E. programs and bothering everyone else?" Ms Wray also wrote, "The money that is being spent on these Officers from Durham Regional Police and Ontarlo Provincial Police have been In Casearea four times this summes, with an extended R.I.D.E. Although police say It's there to keep the peace, some residents are fed up.with the roadblocks and how their freedom Is restricted. ..atry! Is there not better things "it could be spent on instead of paying police time and a half to hassle everyone? "How many RIDE. programs have you seen where they have a SWAT team and battering ram at them? If it's not harassment, why doesn't Blackstock or Nestleton getit?" She says the petition will be given to both police departments, Mayor Howard Hall, MP Ross Stevenson, and MPP Gord Mills. Traffic Act charges were laid. "We had, information that there would be a large party in the Caesarea area. Three 10 four hun- dred people in attendance," he said. "We're doing it for the sake | of the people of Caesarea. Our purpose there is to see peace and quiet and to keep it the nice quiet village it has always been." As for fire calls, he says the police would get out of the way immediately and assist the fire- fighters in any they they could. Moneywise, he admits the roadblocks cost extra overtime, Durham Police Superintendents, but "generally, very little. A pro- Don Martin is somewhat baffled" by the petition. He says he under- stands why people feel incanve- nienced, but claims the purpose of the roadblocks is to keep Caesarea peaceful and the purpose of a R.LD.E. program is to stop every- one, not just some people, to check for impaired drivers. Supt. Martin says some Highway ject like this always costs a little extra." Supt. Martin says police work on "an information received basis", when it comes to the road- blocks, and while he claims there are no immediate plans for more roadblocks, he says there will be more if police decide they are necessary. Council considering outdoor rink request Scugog Township council x winter call for moving the skating considering a request for about area further to the south 0 make $5,000 to help operate the Open Air Ice Palace skating rink next winter. The request for financial assis- tance came Monday afternoon as Lang Cope outlined -plans for the dkating rink Yor this winter. Mr. Cope spear-headed the committee that built and operated the fagility on Lake Scugog last winter, a facility that attracted some 15,000 skaters from all over Ontario, Canada and seyeral for- eign countries. Last winter the skating rink operated without financial assis- tance from the Township. Having $4,000 for. full time managment and another $750 for portable washrooms is crucial if the facili- ty is going to operate this coming winter, he said. Council maie no commitment for the funds on Monday, but the matter will be studied over the next few weeks. The feeling among councillors is that the Ice Palace was a suc- cess and helped draw a lot of visi- 107s to Scugog last winter. Mr. Cope said the plans for this use the picnic shelter near the ten- nis courts as a spot where people can change into their skates.
