The Financial Post, an independent journal, settles the matter, when in its issue of September 18th, 1937, it said: "Ontario is the first Canadian Province to achieve a properly balanced budget and within recent months tax reductions both .to industry and to individuals have been obtained." "The balanced Ontario budget is evidence of: sound finance, 'but of greater interest for individual and for industry is the probability that provincial taxation will tend to decline rather than to rise due to this favorable situation." "Although business activity in Canada has been moving up- ward from the low of the depression for more than four years, . only one of the senior governments has balanced its budge --and that is Ontario Government. --Not only has it balan its budget, but it has shown the largest surplus ever reported by a Provincial Government, Following years of successive deficits this is an accomplishment of which Ontario may well be proud." "This"--/(debt reduction of $33,000 ,000)-- 'was, the first reduction i in gross debt to be reported by Ontario: in ~more than 25 years." 5 At the same time ahd as a result of Hepburn's financial poli the taxpayers in the different Municipalities have benefitted by: following changes: : ASSUMPTION BY THE PROVINCE OF THE ENTIRE COST OF MOTHERS' ALLOWANCES--saving the Municipalities $2,000,000.00 a year. * Assumption by the Province of the Municipalities share of OLD AGE PENSIONS, a saving of over $1,000,000.00 a year. Increase of Township Road subsidy from 40% to S07 amounting to $400,000.00 a year. - Cancellation of the 20% levy formerly made upon the Coun- ties towards the cost of Highways, resulting in a saving to.the. . Counties of over $2,700,000.00 to date, and a further $2,000,000.00 to be saved this year (1937- -1938). In addition, a grant equal to one mill on the dollar has: been given to every ratepayer in Ontario relieving the municipal tax- payers to the extent of $2,933,500.00. ¥ $3,000,000.00 per year by cancellation of the Amusement Tax. . $170,000.00 per year by abolition of examination fees for students. / $4,800, 000. 00 in Hydro rates by reductions over the entire * Province.
