The Commission which met . for nearly five years and heard many sub- missions from Boards of Trade, mer- _| chants, labor organizations, municipal officials and single tax advocates among others, brought in a number of interim recommendations many of which were incorporated in the first Assessinent Aet of 1904 which dealt solely with municipal assessment and taxation. They made many recom- mendations -- the majority of which, with some major and in other in- stances minor amendments, constitutes our present Assessment Act, The outstanding changes were that the value of the property was to be considered and not the type or class of construction; that the actual value of farm land instead of the type of soil, was to determine the assess- ment value; that business assessment was to be levied on the value of land and buildings used for such business instead of such hypothetical and hard to ascertain methods as amount of trade and stock on hand at the time the assessor's call. Taxed on Real Value In that period they placed more reliance on the selling value of pro- perty than we wisely do to-day, in view of the demand for housing ac- commodsation which governs the sell- ing price but not the real or actual value. In 1940 an Anchiinont to provide for the appointment of County Assess- ors was brought into force. As this amendment is very important, it will be dealt with in a later article. In 1946 the provisions which dealt with the method of ascertaining assess- ment values were amended and these changes ave new contained in Section 33. ; In 1947 the: als. Minister of Municipal Affairs, the Honourable G. H. Dunbar took the first concrete step to actively assist municipalities in as- sessment by creating an Assessment | assessors in determining values for Branch to aid and advise municipali- ties and assessors in their assessment problems. In 1960 Mr. Dunbar went further by issuing a Manual of Assess. ment Values to be used as a guide by assessors in determining values for assessment purposes. The adoption of this Manual was not made compul- sory but was at the 'discretion of the municipalities and the assessors. County Councils The form of municipal government which we should be most interested in is our local municipal government. Yet we have another form of muni. cipal government which administers some municipal services and to pay for these municipal services a charge appears in our local tax bills. These governments are known as county councils or territorial district organizations. In Southern Ontario, there are 38 Administrative County Councils and they govern certain municipal services. Their administra- tion for some purposes include 97 towns, 160 villages and 429 townships, and one improvement district, In Northern Ontario we have 11 Territorial Districts which for some | of §0c. purposes levy charges rated on as- sessment. The charges for the muni- cipal services dispensed appear in the tax bills of the local ratepayers in thesgaterritorial districts and they comprise 6 cities; 48-towns, 10 -vil. ages, 144 townships and 16 improve. ment gistrigts. (An explanation of why we as rate- payers should be vitally interested in the assessment of other municipalities besides our own will appear in the next article.) This contrast, the lighting men say, can be reduced bf" using a well-designed study lamp that throws an even light over the study area---and at the same time provides enough foot candles of light for the required reading task. . Greater reduction of shadow and more eye comfort are obtained by providing additional lighting from ceiling fixtures, valances, wall brackets or even other lamps in the room, so that while the total amount of light is sufficient to eliminate eyestrain, there is less shadow and fio glare. A sufficient number of conven- ience outlets to serve table and floor lamps will avoid the use of unsightly extension cords in the study room.
