The OSSTF suggested a "board rat- ing" system by which high school teachers would submit details on work- ing conditions in their area, to be made into a list and made available to any job-hunting teacher. F. L. Bartlett of Kingston sald he didn't think the trustees could prohibit publication of the findings but added "I think it's very poor public rela- tions." He suggested the department of education be required to provide the same assessment of school boards it now is required to provide on teachers. Assessing would be done by school superintendents who now rate teach- ers.
