The children of the town flock in droves to the new Brooklin Library for books -- no wonder as it has a membership of 557 children and 322 adults for a total of 879 .persons There was such a demand for books that Mrs. Arthur Boyes, the Librarian could not keep up with the service de- sired, and now has Mrs. R. Dingmar as an assistant. . } The library is open on Tuesdays and Fridays from 2:30 p.m. to 5:16 p.m. and again from 7 to 9 in the evenings. a.m. to 12:00 noon. It is wonderful to see the personal service that is given to the children customers by the Librarian and her assistant, who so skillfully direct these little tots, to exactly the book they wanted. There are approximately 5,500 books to choose from which include fiction non - fiction, history, encyclopaedia «which gives you the whole field o human knowledge) and almost any other subject you may desire to name there will be a book there to cover it. Recently a selective number of mon thly magazines have been subscribed to and are available to the members. Then there is a generous collection of bo ks for children of all ages. The Librarian is pretty well informed of the contents of each book before it is ordered, which keeps her up-to-date, and enables her to keep subscribers posted. The teachers of the Brooklin schools have noticed a tremendous im- "free for children and adults. The library' originated from the former Baptist Church building and Circalation Going Up Evidently some of our readers must have been paying some compliments to the page of Brooklin News in the Port Perry Star, as our circulation has "been going up. All the copies at Ri- chardson's Variety Store and at the Snack Bar, at the Brookin House, have been almost sold out each week. Not many copies were left for sale, but the fact remains more could have been sold. In addition to this, some sub- scribers have been added to our grow- ing list. In February 1961, the present library was opened Brooklin has been library conscious since April 1897, when the first lib- rary service was given to the com- munity--since then many have giver some wonderful service to it's pro- gress. Some of the librarians who have served are the late Danial Holli- day (the first), his daughter Miss Holliday, Mrs. Geo. Jones, Mrs. E. Griggs, Miss Dixon and Miss McKe- own, who held office until June 1960 when Mrs. A. Boyes, the present lib- rarian, was appointed to the position. Down, J. Dryden T. Wilson, J. Batty and Wm. Manning present as well as Mr. D. Little, Plan. ning Consultant. Mr. Derek Little presented his 1961 Annual Report to the Township of Whitby Planning Board under two Sections -- (1) Summary of Planning Board Activities--February 1st, 1961 to December 31st 1961. (2) Suggest- ed Planning Programnie for 1962. On Motion by Wilson, Seconded by Down Mr. Little's Report was received "and adopted as presented. Caitied. The question of fees to be charged for processing applications placed be fore the Board was discussed and it was agreed that a Committee could best deal with this matter and bring in recommendations to the Board. On Motion by D. Roberts, Seconded by M. Lovelock the minutes of Meet- ings 8 and 4 were adopted as printed. Carried. Deputations and Interviews Mr. Bill Holdershaw, Hall Caretaker discussed the use of the Twp. Hall on Saturday nights and suggested that the Council consider eliminating all Saturday night rentals. The clean- ing up after Saturday night dance in time to make the place fit for a Sun- day Church Service was not possible, As well the moving of the piano from the stage to the floor of the auditori- 'um each time was damaging the plano and the stage itself, On suggestion by Reeve Down the Council agreed to refer this matter to the Property Committee. Mr. Brethour, County Weed In- spector suggested to Council that the sum of $300.00 be set aside to purch- ase weed spray to be supplied to far- mers for application to fields infested with Wild Carrott and/or Bullthistle. No action was taken on this request. Mr. J. B. Hodgson of the Property and Building Management Branch of the Federal Department of Public 'Works was present to discuss with "Council a proposed site for a new Post Office. This proposed site is imme- diately east of the new Brooklin Fire Hall and fronts for 116' on Viponc Road. Mr. Hodgson suggested that the frontage was ample but additional depth (650' to 60') would be needed from the Park situated at the rear of the lot owned by Mr. M. Vipond. It was pointed out that such a sale of Park Lands would involve obtaining the approval of the Minister of Muni- cipal Affairs. Reeve Down suggested that if the southerly part of Lot 206, C & W were added to the proposéd site the off-street parking and access would be improved. Councillor Dryden sug- gested that this would be an oppor- tune time to clear up the tax arrears on the present Post Office property as well as to clear title on the old Fire Hall which is believed to encroach on the said property. These matters were dealt with by Resolutions #1 and #2 and #3. Mr. H. 8S. Carter, Building Inspect- or was present to explain to Council his proposed uses of the special desk for his.office. On Motion by D. Ro- berts, Seconded by M. Lovelock Mr. Carter's request for authorization to build a desk to suit his specific needs at an estimated maximum cost to the Township of $120.00 was approved. It was agreed that this be classified as sick leave not holidays. A request for brushing the sideline between Lots 24 & 25, Concession 7 as far north as Mr. L. Lyon's property was discussed with the Road Superintendent to check the need for the same. Mr. Ross again mentioned the need for a culvert steamer with no decision reached. Correspondence ) 1. Mr. R. Schad, Sec-Treas. of S. S. #9 in a letter under date of January 23rd, 1962, on behalf of both the School Board and the ratepayers in the schoo) section, asked that Council consider the following: (1) The extensjon of Manning Road westerly to Thickson Road. (2) Walking facilities on the west side of Garrard Road and the South side of Rossland Road. (3) Formation of n Public School Area to include School Sections Nos. 2, 8 and 9. After some discussion of these items all were referred to the Special Pur- poses Committee on Motion by J. Dryden, Seconded by M. Lovelock. Carried. 2. A notice was received from Mr. A. Vickers, Sec-Treas. of the Ontario County Mutual Ald Fire Services As- sociation regarding a Mutual Aid Fire Meeting to be held at the South West Pickering Fire Hall on Friday, February 16th at 8.30 p.m. On Motion this letter was received and filed. Carried. 3. A letter from Mr, J. MacDuff and a telephone call from Mr. A, James to decline their 1962 appointments to the Farks Committee were considered by Council, On Motion the resignations of Messrs. MacDuff and James were ac- cepted. Carried. It was agreed that suitable candidates for these positions be approached to see if they would uct on this Committee before making formal appointments by By-law. 4. Mr. J. R. Frost, Clerk-Treasurer of the Town of Whitby, requested that the fire levy in the area protected by the Town of Whitby be increased to 2 mills. ~ On Motion the Clerk was authorize. to obtain the cost of operating the Town of Whitby Fire Brigade in 1961 and also the number of calls answered in Township Fire Area #3 during that period. Carried. 56. A letter from Mr. M. S. Hurst, Fire Marshal informed the Council ot the honour bestowed on Fire Area No. 2 Fire Department in the 1961 Fire Prevention Week Contest. This Fire Department was awarded Honourable Mention for Canada for municipalities with a population of under 2,600, and Third Flace for Ontario under the same conditions, The Clerk was instructed to convey 'to Fire Chief Jas. Watson and his 'Firemen the congratulations of this Council on winning this honour for the Township. Carried. 6. Letters were received from Hon. Wm. Goodfellow and Hon. M. Dymond, M.D. assuring Council that Thickson 'Road as a Development Road is still under consideration, On Motion these letters were re- ceived and filed. Carried, 7. A copy of a letter from Mr. W. D. Thomson, Sec.-Treas. of Whitby District High School Board to Mr. J. R. Frost, Clerk-Treas. of the Town of Whitby was considered. This letter dealt with a statement of the proposed High School expansion plans over the next 6 year period. » On Motion the letter was received .and filed. Carried. 8. A copy of the minutes of the Jan. 30th meeting of the Central Lake Ontario Conservation Authority in- cluding 1961 reports of the activities of 3 advisory boards -- 1. Unfinished Business Further details regarding the re- placement cost of the snow-plowing equipment presently owned by the Township were presented, together with the costs incurred due to break- age over the past 11 years. These amounts were $12,975.00 and $535.00 respectively. Sold Chris' mas trees and held annual dance. Fire Prevention -- We made 210 home inspections with the help of the junior fire marshal's program, which we conducted in all three schools Robt. Thornton, Sinclair, St. Paul' Grades 3-4-5. Wé made inspection of all business establishments, H: demonstrations on fire safety for school teachers and business men. Conducted fire safety program of films and demonstration for home and school. Recommendations--With over fif per cent of our calls grass fires | would suggest (1) a by-law be set up re grass burning. (2) also restrict burning after six o'clock in the even- ing. (3) a fire code be drawn up. On Motion the report of Chief Wat- son was adopted as presented. Carried. 6. SPECIAL PURPOSES -- No re- port. 8. WATER---Committee member J. Dryden requested direction of Council in the matter of the payment for the preparation of the Water Assessment Roll presently being prepared by Mr. E. R. Heron. This cost will be char- geable to the Brooklin Water Area and the terms could be arranged by the Water Committee, General Business Councillor J. Dryden asked the opinion of the Council on a proposed By-law to be prepared under Section 37 of The Assessment Act to cover Fire, Street Lights, Sidewalks ete. No decision was reached as to whe- ther or not such a By-law should be prepared, Resolutions I. That the Clerk of the Twp. of Whitby is instructed to bring to the attention of the Department of Pub. lic. Works the matter of the tax ar- rears outstanding on the site of the present Post Office in Brooklin and desire of the municipality to secure proper title to land attached to the old Fire Hall and adjacent to the present Post Office. That the Council of the Township proposed location for a new post of- fice in Brooklin with the following ad- ditional recommendation: (a) That a larger lot be considered for future expansion and for adequate off street parking. That the Council of the Township of Whitby tentatively approves the sale of land, if necessary, for the en- largement of a lot for a new post of - fice, subject to the approval of the Minister of Municipal Affairs and ac- cording to terms and conditions as required by The Plannigg Act. One of the good features of this as- sociation is that the coaches of the various teams are not concerned so much about winning games but rathe: ure interested in developing hockey players, and for this reason give every boy a chance to play. This is the way it should be, and we are sure that the hoys appreciate this even if they don't always why the better players are not used more.
