14--PORT PERRY STAR, THURS, OCT. 3rd, 1963 4 MX164 DL Artificial Ice Plant $41,000.00 A Special Meeting of the] Council of the Twp. of Whitby was held in the Council Cham- bers, Brooklin on Wednesday, Sept. 26th, 1963 at 9.30 p.m. with all members present. A letter from Mr. W. W. Ran- kin, B. Arch. under date of September 24th 1968 informed Council that the drawings and specifications for the artificial ice plant in the existing arena | in Brooklin have been prepared and that the total construction cost of this project should not exceed $41,000 00. This was discussed and it was agreed that this should be filed with The} Ontario Municipal Board to-! gether with the proof of finan- cing furnished by the Bank as eertified by the Treasurer. With regard to using the cur- | rent Provincial Voters List to submit questions under The Liquor Licence Act the Clerk re- ported that both Mrs Morris of The Liquor Licence Board and Mr. Roderick Lewis, Chief Elec- tion Officer had been contacted by telephone on Tuesday morn- ing: Mrs. Lewis agreed that he would recommend that permis- sion be granted to use the Pro- vincial Voters List up to the early part of December only. It was suggested by Mrs. Mor- ris that such a vote tended to confuse both the voters and election staff if held on the same day as the Municipal Elec- tions. After some discussion of the alternatives with regard to both costs and advisability of sub- mitting questions under the Act it was agreed that no action be taken on this matter. A Regular Meeting of the Council of the Township of Whitby was held in the Council Chambers, Brooklin on Monday, September 23rd, 1963 at 8 p.m. with all members present. Deputations & Interviews Mr. Wilson Paterson repre- senting the Whitby Golf and Country Club was present to re- quest that the Council initiate a vote under Sec. 72 of The Li- quor Licence Act. The present situation leaves the Club in the unhappy position of having many members, guests and pro- spective members asking for the services available from a legal licenced premises and the Club If such a licence were to be ob- tained the membership would increase and consequently the WHEN VISITING THE WORLD PLOWING MATCH ON CONN SMYTHE'S FARM CALEDON, ONT. WHITBY TOWNSHIP COUNCIL, Club Requests Liquor Vote buildings with a substantial increase in Assessment, It was pointed out that Pick- ering Twp. had recently had a favourable vote under this Act and Golf Clubs in that Town- ship would have an advantage over his Club. This Club has always purchased materials lo- cally, employed local help and generally assisted the Township in every way nossible. The timing of such a vote would be opportune if proceeded with right away as it might in that event be possible to obtain permission to use the current Provincial Voters List instead of enumerators to prepare a Spe- cial Voters List Mr. Paterson's request was discussed at considerable length and it was brought out that a question under this Act will be submitted by the City of Osh- awa using the Currept Provin- | cial Voters List under special permission from the Chief Elec- | tion Officer. The normal cost of enumerating this Township was estimated at $750. to $900. Also brought out was the fact that once a question has been submitted to a vote, neither that question or any other. question under the Act can be submitted again for at least three years. It was submitted that this prob- lem had been recurring at in- tervals over the last few years and that this would be the most economical time to settle the question for at least a three The action of Council on this request is contained in Resolu- tion #1. Committee Reports FINANCE--Chairman J. Dry- den reported that all members of Council except the Reeve at- tended a meeting with the County Assessor last week and a very informative discussion! took place with Mr. E. R. Her- | on also in attendance The | Committee recommended that a | re-assessment be made using | current building costs co-related with an up-to-date sales analy- sis. This should give a more | realistic ratio between the older! would be expandedand newer properties and also, when carried out throughout the County, alleviate the difficul- ties now experienced in equsli- zing the assessment for County purposes. Chairman Dryden also rep:::- ed that he and Councillor Sturch had consulted further with the Insurance Agent and it would appear that a cheque protector was not suffiicent in itself dad insurance against forgery would be necessary for protection whe- there or not a cheque protector. is purchased. Increases in cov- erage, on various other policizs were recommended as well by Resolution #6. Also reported was that the monthly financial report is not ready as yet but will be mailad to the members very shor:ly. The collections of tax arrears are good and the total at "he end of this year should be ve- duced from previous years. ROADS -- Chairman Goodwin reported that the Road Superin- tendent has been successful in getting the Assistant District Municipal Engineer to view sev- eral of the road projects. The Meadowcerest Storm Sewer pro- posal was viewed and Mr. Mur- ray asked the Road Superin- tendent to set out in a letter the various reasons for wishing to. proceed with this project and forward this letter to Mr. Calli- ghan. Some sympathy with the problems and method of solving them was indicated, although since this. is. the first year the province .is paying subsidy on storm pewers the final decision would e made by the subsidie's engineer. Since the Interim Subsidy will be paid on expenditures-ty "the end of Sept only, some further road accounts were presented and recommended for payment so that they could be included in the current application. These accounts were approved by Res. #3 and the application itself was authorized by Res. #4. The Way St. project is com- plete except for the removal of one very large stump which will be left for removal next spring.
