A great deal of time has been taken up recently in an endeav- | our to sort out the sitting ar- | rangement in the House of Com- mons. This situation has been brought about by the split in the Social Credit party, where some 13 members of that party, under the leadership of Mr. Caouette, decided to sever their connections with the leadership of Mr. Thompson. The Committee on Privileges recommended that the N.D.P. should sit next to the Official Opposition party, and t Mr. Thompson, who has fewer' hem- bers than Mr. Caouette and his following, should sit next to the! N.D.F., which left the last place for Mr. Caouette and his fol- lowers. - After some five days of dis- cussion and debate Mr. Caouette gave in and has now been seat- ed at the end of the House of | Commons. The most important events in recent days have been the im- plementation of the Trusteeship ! legislation and the protest by the members of the S.I.U. against it. In order to protest: against this legislation the S.I.U. staged a demonstration in" front of the Parliament Build- ings in Ottawa and then refused to. man the ships at meetings -which were held by their mem- bership the following day. The whole problem -of the, Great Lakes means difficult times in the future, before order can be brought about out of the present chaotic conditions. The Pension Plan Resolution has now been shelved by the Government. The Resolution to appoint a Minister of Agricul- ture for the eastern part of Can- ada has not been proceeded with ' by the Government, and that just about sums up the total unfinished government business which now appears on the Or- der Paper. The most important business that the House is faced with is the passing of Estimates. The Government has proceeded on the basis of introducing one De- partment for one day and then on the following day they in- troduce another. department. This is a sharp departure from normal procedure and is doubt- : ful whether too much progress will be-made by this method of | consideration. If it is the Government's in- tention to conclude this Session prior to Christmas they must of necessity bring about a more systematic method of introduec- | ing legislation and Estimates of the various Departments. They must also consider appropriat- { ing certain days for these mat- ters' to be considered.
