ONTARIO RIDING Bill C-105, an Act to amend the Technical and Vocational Training Assistance Act, has now been passed and will be- come law when it has been passed by the Senate and re- ceives Royal Assent. The amendments cover four areas of the original bill which was made law in December, 1960. The first is the increase -of the Federal contribution, from 75 percent to 90 percent of the Provincial expenditure in the training of unemployed work- ers. Some progress has been made in this area. In the year 1959-1960 some 4,638 persons --.were- trained in. all of Canada. As a result of the increase of Federal contribution from 50 percent to 75 percent in 1960, the number of those retained grew to 38,439 in the year 1962-1963 This is a worthwhile program as unemployed, young and old, can benefit from the courses available and re-establish them- selves in useful employment. The second area amended is to raise the Federal contrib- ution. from 50 percent to 75 percent of the Provincial ex- penditure in respect to the training in industry. Because of the insistence of' the | amending the Act to provide the continuation | the Province of Quebec, Government is of their share of 75 percent towards the building of schools until March 31, 1967. This extension is made on the basis of $480 per capita of the population in the age group 15-19 years of each Province. . This retroactive to the be- ginning of this program in 1961. Under this amendment, Ont- ario is only entitled to some '$9 million from now till March '31. 1967. Quebec can receive some $200 million. Manitoba $29 million, and so on. Two provinces will not be entitled to anything as they have already used up their quotas.
