COUNCIL A Regular Meeting of the Council of the Township of Whitby was held in the Council Chambers, Brooklin on Monday, January 13th, 1964 at 7.30 p.m. with Reeve John Goodwin, De- puty Reeve John Dryden and Councillors Fred Sturch, John Batty and Don Roberts present. Committee Reports FINANCE & WELFARE-- Chairman J. Dryden reported that the Interim tax bills will be mailed on January 16th as authorized by the By-law for an Interim Tax Levy passed at the previous meeting. Also reported on was the policy approved by Council last ambiguous and the original in- tention was that 50% of the annual commission be retained by the underwriting agent as payment for costs involved in servicing the policies and over- head costs. The remaining 50% of the annual commission to be shared equally by all agents qualifying for such share with the underwriting agent also in- cluded for an equal share. It was proposed that this be drawn up in By-law form and clarified. Council was also informed that it is expected that the 1963 audit report should be available at the end of January or early in February. : Welfare Accounts were au- year of the sharing of commis- sions on the township insurance | each year by all insurance Agents in the township who | made application and met cer- | tain stipulated conditions. It has been found that the resolu- tion authorizing this is slightly thorized for payment by Res. No. 5 and General 'Accounts were considered and authorized for payment by Res, No. 6. ROADS-- Chairman J. Goodwin report- ed that a survey is being made on equipment needs and the status of the present equipment. Also it was reported that a three year programme for roads is being formulated. The salary of the Road Sup- erintendent is in excess of the allowable amount for subsidy as set by the Department of Highways and Resolution No. 8 was introduced to authorize an application for reconsideration of this matter. Road accounts were consider- ed an dauthorized for payment by Resolution #7. FIRE & PROPERTY-- Chairman D. Roberts report- ed that the fire hydrant at the corner of Heber Down Crescent and Mitchell Ave. is not service- able. A week ago Sunday a fireman and another responsi- ble man attempted to open the hydrant and the. same would not open. Something is broken in the hydrant and should be repaired. This is the same hy- drant which was rebuilt after being broken by a vehicle. Other hydrants have been reported as not operating properly and it was recommended that the water committee take immedi- ate action to remedy the situa- tion. Periodic hydrant inspec- tion was discussed and Deputy Reeve Dryden suggested the numbering of the hydrants on a map and on a form showing the date of inspection and state of the hydrants. It was agreed that these recommendations be conveyed to the Brooklin Water Committee at the budget meet- ing with the O.W.R.C. engineer Mr. Thos. Armstrong on Janu- ary 27th. GENERAL BUSINESS-- A report was received by Council on a resolution passed by the Joint Committee on An- nexation Meeting #6. Action was taken to implement the proposal of the Committee by Resolution #10. Reeve Goodwin reported that the names of the local residents to be appointed to the Myrtle Hall Committee are not avail- able as yet and tke appointing By-law will have to be held un- til the next meeting. Snow removal from the side- walks in the township was dis- cussed and it was agreed that By-law No. 1040A providing for this is out of date and that a new By-law be prepared. As a basis for a suggested resolution to be placed before The Ontario Good Roads Assoc., Part 2 of the Brief previously submitted to the Select Com- mittee was discussed. This Brief was relative to the in- equity of the present Provincial Road Grant Schedule to "Dor- mitory"-Pownships and recom- mended that an amendment be mate to the road grant schedule as contained in The Highway Improvement Act. It = was agreed that this matter would be discussed further at the next Road Committee meeting and was so referred. RESOLUTIONS-- Moved by John Dryden, Sec- onded by Fred Sturch that the Clerk of the Twp. of Whitby be authorized to notify the Ont- ario Municipal Board of the in- tention of Council to raise its share of the capital expenditure of the Central Lake Ontario Conservation Authority for 11964 amounting to $5697.64 out of current tax revenues. Moved by John Goodwin, Sec- onded by, John Batty that the letter from the Board of Trans- port Commissioners dated Jan. 3rd, 1964 concerning the Hop- kins St. Bridge replacement be | forwarded to the Engineer Con- sultant for the project. Moved by Fred Sturch, Séc- onded by John Dryden that the letter from the H.E.P.C. re- | garding proposed KV44 wood pole line to Lake Ontario Steel Co. from Hopkins Jct. be re- ferred to Geo. Totten & Assoc. Consulting firm for a report.
