ONTARIO RIDING April 14, 1964 As in the case of every ma- jor industry in Canada, new me- thods and automation are bring- s. ing about tremendous changes in agriculture, The farmers here in this part of Ontario are very highly specialized and be- cause of this are feeling the tremendous impact of this evo- lution in farming. Here the farmers are success- fully meeting these great chal- lenges because they are of ne- cessity keen businessmen. As businessmen, they know that in order to -be successful they have to be fully familiar with the Government's various poli- cies in regard to this great in- dustry. A year has now passed and not only has no legislation been enacted in regard to farm- ers, but no indication has been given of one single policy in this regard. It is true that a few minor changes have been made, but in the main the Gov- ernment has only continued the Govern- ment. That policy was brought in in 1957, and was the begin- ning, not the end. Today's problems cannot be solved by patching up yesterday's solu- tions. I realize farmers are greatly concerned about this lack of policy. They too realize that this great Department can only function under strong leader- ship. Farmers today are very concerned that the Department of Agricultre was divided. The responsibility for Eastern Agri- culture was given to the Min- ister of Forestry and then, 17 days later, part of it was trans- ferred back again. Now there is a later move. Agriculture is to have three divisions, part under the old Department of Agriculture, part under the De- partment of Forestry, part un- der the Department of Trade and Commerce -- working as a committee under the chairman- ship of the Minister of Agricul- ture. It is to be hoped that this will work in the interests of the farmers of Canada and that a definite policy for Agriculture will be forthcoming.
