Wotton, Co-ordina- tor of the Emergency Measures Organization, appeared before Port Perry Council and stated that he was working on a pro- posal to co-ordinate, on a mu- tual sharing basis, a system for the quick acquisition of various community services for the re- sidents of urban areas of Ont- ario County. In other words, the proposal would be to set up a Central office at the north- ern end of the County for a Mutual Aid service. It was felt that this Central office would be beneficial and more econom- ical, not only to the E.M.O. but also to the Municipalities re- ceiving the services. The following emergency ser- vices would be given: FIRE-- 1. A central 24 hour operated centre to receive subscriber fire calls and to alert and divert fire brigades. 2. Increase the number of train- ed firemen for large emer- gency by purchase of equip- ment on 45% subsidy and trained auxiliary firemen on 90% subsidy. 3. Instal radio control in all fire stations and pumpers on 45% subsidy. 4. Establish and equip addi- tional fire halls and brigades based on 45% subsidy. POLICE-- 1. A central 24 hour operated centre to receive emergency calls from residents who can- not reach their police service by normal means and to di- rect mobile units or neigh- bouring police for mutual aid. 2. As an alternative or ultimate development of above, to es- . tablish a county police force controlled from a central point' for emergency calls and direction. 3. To train and equip additional auxiliary police under 90% E.M.O. subsidy. AMBULANCE SERVICE-- 1. Establish on the Emergency radio net co-ordination of Ambulances existing within County and supply a 24 hour emergency answering service for acquisition of this ser- vice by subscribers. 2. Investigate need for an am- bulance service in Beaverton area to service possible old age home and surrounding municipalities, (also Fairview Must Include Mental Care In Health Plan Health Minister Matthew Dymond of Ontario said Thurs- day mental hospital care must be included in a national health insurance plan despite the fed- eral government's opposition. Dr. Dymond, speaking at a luncheon at the Canadian Na- tional Exhibition, said that from the first, Ontario has pressed for the inclusion of the . mentally ill in any insurance plan. ~ Every other province had supported Ontario. "But so far the federal gov- ernment has refused to include mental hospital care as an in- sured service", he said, "Para- doxically, if an insured patient is admitted to a psychiatric unit of a general hospital his care is insured. . The objects of this association, which was very well attended, is to represent the ratepayers of this community and co-oper- ate and work 'in harmony with the Cartwright Township Coun- cil. Port Perry Minutes of a Regular Meeting of Council of the Village of Port Perry held in the Munici- pal Office on Monday, August 31st, 1964 at 7.30 p.m. TENDERS for installing oil furnace at new Fire Hall. RESOLUTION -- Moved by Bruce Beare, seconded by I. W. Parkinson "That the tender of Burnfield and Ballard of $1, 185.00 for installation of the Heating System for the new Fire Hall be accepted as per specifications of Council". DEPUTATION--Messrs. Don Milne and John Ballard appear- ed before Council and stated that they were in the process of buying a parcel of land in Prince Albert and enquired as to their chances of getting water service for forty or fifty new homes within the next few years. No definite commitment was made in this matter since it was thought advisable to first discuss the Village water sup- ply with the Ontario Water Re- sources 'Commission. + DEPUTATION -- Mrs, Beth Oke, Messrs. Howard Hall and Ted Griffin, on behalf of the Port Perry Chamber of Com- merce, met with [Council to discuss some matters of mutual interest and for the betterment of the Village of Port Perry. The deputation presented Council with the following let. ter: "The Chamber of Commerce, with the assistance of the Port Perry Hydro-Electric Commis- sion, having now completed the decorative street lighting pro- jeet on Queen Street, would at this time like to present this Project to the Village of Port Perry. AY, accounts in regards to this matter have been paid for by the Chamber and it is our hope that Council will see fit to use and maintain these lights in the years to come." A letter was read which wag Council News addressed to the Port Perry Chamber of Commerce re Police Department. It was decided that this mat- ter ,be discussed further at the next regular meeting of Coun- cil. Mr. T. Griffin commented on the use being made of the soft- ball diamond at the waterfront and felt that an effort should be made to reclaim more land for 'the park in this area.
