Nov. 17, 1964 'When the Minister of Health and Welfare made her state- ment in the House of Commons regarding the Canada Pension Plan, she dwelt on the provi- sions for adjustment to the present Old Age Pension. She announced at the Resolution REPORT FROM PARLIAMENT By Michael Starr, M.P. stage that the Bill itself would provide that all future old age security pensions will be pegged to the cost of living index and will increase automatically if living costs increase. The Minister went on to say that the Government hoped that this will provide, mot only a greater measure of security, but will also protect the real value of the pension dollar for Can- ada's million-odd pensioners, This sounded very noble and acceptable until copies of the Bill appeared. The Bill pro- vides that the Canada Pension Act shall come into Force on January 1st, 1966. Payment under this Act will commence on January 1st, 1967. The shocking provision for present Old Age Pensioners is that payments based on cost of liv- ing index will not be made until January 1st, 1968. These will be based on the experience of the year 1967 only, on the basis thati it will not be less than 1% and not more than 2%. What it means in effect is that Old Age Pensioners can- not expect any increases until 1st January, 1968. Consumers in Ontario, Quebec and the Atlantic provinces who have purchased KLIK since September 14th and who are in possession of any tins bearing these codes are asked to immediately return them to their retailers for replace- ment or refund. Tins embossed with EST 7A, EST 7B, or EST 7D are not involved as they were produced at other plants and are in no way affected. The recall of these tins is a precautionary measure which has been taken because spice units, supplied to the Com- be pany and used in the production of KLIK Luncheon Meat at one plant, contained less than the normal quantities of one of the curing ingredients. The effect of a smaller than normal quantity of this at curing ingredient has not been clearly established by food oh scientists. KLIK is cooked during the canning process, however, curing ingredients are added in the spice mixture to assure its long-term keeping qualities. The best scientific opinion indicates that the risk of impaired keeping qualities is small, but may exist. There- fore, there is a small chance that the product could deterio- rate and might then cause serious illness if eaten. All KLIK presently on retailers' shelves has been care- fully checked by company employees to ensure that it is not from the lots in question. If the cost of living has increased by more than 1%. the Old Age Pensioners can expect an increase up to $1.50 per month. If the cost of living does not increase during the year 1967, then the Old Age Pensioners will not receive an increase, This is a terrible blow to the Old Age Pensioners of Canada and a great deal of opposition will be exercised by the Mem- bers of other parties in .the House of Commons. He cited as the essen tial items in that program, the Canada Pension Plan, the Lab- our Standards Act, the Redis- tribution Bill and the Estimates. These matters, he said, ought to have top priority. But the Official Opposition was not prepared to pay, as the price for disposing of the flag ques- tion, the sidetracking of any of the legislative items which he had mentioned. Quite a num- ber wish to express themselves on the new design recommended by the Committee and should be given that rightful opportunity.
