April 7, 1965 The old session has ended and the third session of the 26th Parliament commenced on Mon- day, April 5th. Only some sixty hours separated the two ses sions. They have now been dubbed 'back-to-back' sessions. The usual frille of opening day were discarded and the Govern- or-General read the Speech from the Throne prepared by the Government, The Speech was one of the longest on record, setting out in many words what the Gov- ernment is prepared to do in this Session of Parliament. The Speech itself has been named 'war on poverty', but whether these measures will be imple- mented 1s another matter. Some observers feel that this is a complete adaptation of President Johnson's speech, much in the same way as the '60 days of decision' was copied from the late President Ken. nedy. There are such things men- tioned as a measure for region. al development. This program has been in existence for the past three to four years with- out showing much success, be- cause certain areas are re- moved from the lines of supply and demand for manufactured products. Another item mentioned is a measure for re-employment and training of workers. This mea- sure has been in existence now for some five years and has been accentuated since then with the co-operation of the provinces. Another measure mentioned for the elimination of poverty is the renewal of blighted areas in our cities, This policy has been in existence now for some years wth some success. But it is quite evident that an ac- celeration in this program could be undertaken. The Speech mentions new opportunities for young Cana- dians but does not spell out what legislation will be enacted to bring this about. All these matters will now be under the direct supervision of the Prime Minister who, through a special secretariat, will endeavour to co-ordinate these programs. The Govern- ment points out that all these undertakings will be proceeded with after the calling of special Federal-Provincial conferences. The latter policy of grants and loans for the move- ment of workers to new jobs has always been in existence and has been effective in many irstances, There is no mention, however of the Government undertaking accelerated vocational school building programs which were so successful from the year 1660 to 1963. One of the greatest burdens of the munici- pal taxpayer is the cost of edu- cation. This is an area where the Federal Government could be of great finaneial assistance in the construction of new schools at all levels without in- fringing upon the jurisdiction of the Provinces, No mention was made of help to the over- burdened municipal taxpayer in this area. In many municipali- ties the educational costs are as high as 60 cents out-of every tax dollar which a municipal taxpayer has to pay. The Throne Speech debate will continue for the allotted time and motions of non-confi- dence have been submitted and vcted upon. The House of Commons will teke a break through the Easter period and reconvene on April 26th. If the Government's inten- tions are sincere, Parliament has its work cut out for a long period of time. Having gone through the longest session in history, this could be another session that would match the previous one for length unless the Government is prepared to give leaderhip in the House of Commons, which is something that has been lacking in the last two years, House League Play-Offs BANTAM PLAYOFFS-- Wednesday, April 7th Luke vs. Heard-- Luke's team defeated Heard's team 3-2 to win their third game of the series and then capture the Bantam House- league championship. The game was rough and close checking by both teams, being fairly evenly matcher. Stars of the game were Bruton and R. Thompson of Luke's team, De- Shane of Heard's. Scoring: Luke-- 1.
