The minutes of the last meeting were adopt- ed as read and the final read- ing and passing of Procedure By-Law #1120 was completed. The Committee that investi- gated the dispute area on Lake Scugog with solicitor, B. Mac- key of Mackey and Bailey, re- ported and a letter from Mr. Mackey was read and he was in- structed to reply to the parties in dispute. Reeve Van Camp advised Council at this time that he had a complaint regarding the ath- | letic field; that it was badly torn up, rot having been level- ed since the Rink Annex had been constructed. Council re- quested the Roads Dept. to level same at their early convenience. A letter from the Cartwright Board of Education requisition- ing sums of $62,800 for 1965 maintenance and $75,000 for Construction. The sum requi- sitioned for Construction repre- sents only about 34 of the a-| Council In Session to pay $100. for purchase of mount needed but some funds are available out of current re- venue. Council after some dis- cussion directed the Clerk to make formal application to the Ontario Municipal Board for a Short Term debenture and a Capital Bank loan until deben- tures are disposed of. The Tax Rate By-Law was given first Reading and mill rate set as follows: Board of Ilducation -- 44. Resident & 49. Commercial. Municipal-- (same as last year) at 20. & 23. mills. United County rate up to 13. n.ills across the board. Other special service rates are the same as former years except Lake Shore Garbage Collection which is increased to $3. as re- quested by Lake Scugog Rate- payers Assoc. The Budget for 1965 is also up slightly to $187,- | 800. approx. Bills and Accounts were presented for inspection and ordered paid: General Ac- counts for $695.83 and Roads $2,937.76. The Rgquest from the Fire Dept. for a spare tire & wheel for the recently purchased truck to be used as water tanker Las received and Council offered same on condition that the spare tire and wheel or rim be- longing to the old discarded unit be also made available. This old unit '42 Dodge still has some life left and Council a- greed to mount a 1,000 gal. water tark on same for any re- quired municipal use. The Roads Superintendent re- ported to Council that the Adams Grader 550 motor was rapidly becoming worn out, having almost 7000 hrs. & that a new 'motor would cost over $4,000 and would take perhaps six months to procure. Council when informed that the Grader itself was still in good condi- tion and would wear out an- other motor, approved the or- dering of a mew improved type motor and instructed the Trea- surer to arrange it in the bud- get either out of surplus or re- serve, The Roads Superintendent also reported that the New Ford I' 700 was ready for delivery from Wood-Larkin; this is the replacement unit for sanding and general use, and its ten- dered cost is $5,343.76, Reso- Tickets--$5.00 Per Person. Also was instructed to instal the Boat launching ramp at Caesarea on the east side of the warf, for public use. The subject sidewalks was in- troduced and Council agreed to leave this until Roads Inspec- tion. This is the second year of a two year plan for side- walks replacement or repair in Nestleton & Blackstock; Coun- cillor Gettins stated that these sidewalks are better than none, Also the subject of street signs for Caesarea and that the Lake Scugog Ratepayers Asso- cition had enquired about them. Ir was suggested that this might be a good project for the Ratepayers Assoc. themselves, to spend the money on, that they had solicited. Council discussed the New Restricted Area By-Law, the copy of which was at hand from municipal solicitor. After cor- recting a few minor errors or mis interpretations, the By-Law was given First and Second Reading and passed as correct- ed. This By-Law restricts build- ing on Lots Less than 15,000 sq. ft. or with less than 75' front- age and also restricts construe- tion of all residential buildings having less than 780 sq. ft. floor area. This. includes cottages. A Permanent Residence must have 1080 sq. ft. of total floor area, and any cottage to be hereinafter lived in during the winter season must be recon- structed to this permanent specification. GRIFFIN Although mot in good health sirce being involved in an ac- cident on March 15th, the death of Lorne Erle Griffin came as a shock on May 7th, 1965 at his home, from an attack of Coron- ary Thrombosis. : A son of the late William and Mary Ann (Wotten) Griffin, he was born near Enfield Decem- ber 9th, 1899.
