Conditions of entry should be established to allow qualified producers in one pool to trans- fer to the other as market con- ditions permit. The ultimate objective is to include all quali- fied producers of grade A milk in the Group 1 Pool. It is also hoped to establish a uniform price throughout southern Ontario for Class 1 milk (fluid milk for bottling purposes) and a uniform price for Class 2 milk (secondary fluid milk and industrial milk).
