The minutes of the July meeting were approved. The agenda for the meeting con: taining the semi annual fi nancial report of Municipal Revenue; some short period was used to discuss same. Arrears of Taxes collected to July 1st amounted to almost $20,000 of the $53,000 uncol- lected at the end of the year. Current taxes (1967) paid-- $54,000. Provincial subsidies received almost $23,000. Dog Licences and Building and other permits almost $1,500. Approx. $25,000. will be the credit balance at the bank prior to current months pay- ments. Council approved repay- ment of the only outstanding loan of $5500. and which is the only loan made so far A Notice from the office of the Minister of Municipal Affairs, regarding -a 'Munici- pal Workshop on Sept. 20th and 21st requesting munici- pal officials attend, was act- ed on by Council. The New Municipal & School Tax Cre: dit Assistance Act was dis- cussed and the Clerk is to prepare the necessary By- Law, to make it available to the needy ratepayers over 65 years of age. The deputations commenc- ed arriving, and Mrs. and Mr. E. Walsh of Westhill again presented their request to be permitted to install a mobile home on their newly purch- ased property. They offered to build an addition to bring- up the Floor Area to requir- ed 1080 squqare feet. A mo- tion that a detailed Plan be presented showing layout and elevation, was carried. The Building Inspector was present and listened in with Council to next depution from the D. S. Park Wald- heim Inc. who have a cottage construction work under sus- pension. Mr. Volk, president. Hear Deputations and floor joists, and that the township building By-Law prohibits the use of 2x6" ma- terial in either and both said locations, minimum size be- ing 2x8". The D. S. Park Waldheim Agreement with Council was presented to remind that Club that they had also agreed in writing to build according to specifications which are now incorporated in the By-Law. They prom- ised with the Building In- spectors advice to remedy the situation. After their retirement, the Building Inspector question- ed Council on whether cer- tain new forms of construc- tion not mentioned in the By- Law such as metal fabricated building, and total plank construction should be ap- proved here in Cartwright Township. Council's reaction was a firm NO. Messrs. J. Harris and Mur- ray were present with their of the Club advised that the contractors had built in error according to plans they use other places but which are prohibited here. Mr. Harris advised, a restrictive zoning, and this Council ad- mit they are planning. A meeting is cheduled with members of the Planning Branch of the Dept. of Mun- nicipal Affairs for evening of Thurs., August 10th next. Another subject was thé dedicating of a suitable park area which according to the Act must represent 59, of the Subdivision Area. A greater than this amount was tentatively suggested, which || would be unfit for building on and might have winter re: ereational possibilities. Roads were discussed in part, and, the deputation retired to meet with Council again at an early date. The next deputation Messrs. Fisher, MacGregor & Giithero representing C.L.S. R.P.A. seeking information & results of the special meet: ing at several locations at the lakeshore areas regarding surplus water. It seemed to be the wist- ful wish that water might be gathered into the lake with- out it crossing peoples' pro- perty. No action taken. Chas. Brignall of Brignall Ambulance Service, Port Perry, met with Council to try to work out some more satisfactory financial assist- ance... Figures quoted were that ambulance calls had drastically increased, especi- ally in Cartwright, which had an increase from 7 calls in first six months of 1966 to 24 in first five months of '67. However it was unnecessary to remind Council that he had refused to pick up pas- sengers in Cartwright during part and most of the first 5 months of 1966, and that the $250 paid was the equivalent of $500 for the whole year or 259, of the total subsidy. Also while total service calls had increased by 509% he ex- pected a subsidy increase at 50c. per capita or much over 1009, from prior. To estim- ate Cartwright's share by population approx. 16.59% of the summer population for the full year and 559%, of the resident population or appro- ximately 1300 persons at 50c. or $650. was offered. This motion carried by majority. Deputations departed, Coun- cil turned to correspondence: The M. J. Fisher Plan of Subdivision was reviewed & questionnaire from Dept. an- swered. Mr. G. C. Hewson of administration in Department of Municipal Affairs having visited the office suggesting a method of establishing the area and legal boundaries of Cartwright, and having left copies of By-Laws in this re- gard, Council now approved the Clerk drawing up such By-Law to proceed with this undertaking. Motion carried. A letter from Mr. Johnston of Scugog Point asking for gravel on Armstrong Avg. was refused, on motion. The Roads Superinterde sought approval of a .new purchase price for gravel of approx. 20c. per yd. Council approved same price as Unit- ed Counties buy at. Carried. A Resolution from the Township of Michipicoten pe- titioning- the Ministers of Health and Manpower to as- sist in providing needed me- dical practitioners, in those areas of Ontario that experi- ence a dearth of same. A motion endorsing resolution, 'was carried. Bills and Accounts present- ed for payment as follows: Roads--$11,793.93 and Gen- -eral - Accounts for $2,055.11 | for a total of (July '67) of $13,849.04.
