LJ A special meeting of Coun- cil was called for the even- ing of 'April 23rd and was attended by all members of Council and with Reeve Mal- colm in the chair. The question. of certain Fire Costs being billed to the Corporation were dis- cussed, and a member of the local Fire Brigade was con- cerned that their budget would be washed out before some planned improvements were not, A bill from Bowmanville Fire Dept. for $180. for the call made by outsiders to the Xmas Tree farms ravaged by fire in the south eastern corner of the township, was discussed, 'and moved paid 509%. The local fire dept. not be- ing called until Bowmanville had called in Port Perry which does have an agree- ment with the Corporation. By-Law #1159 being the revised Building By-Law was given third reading passing same on motion of Hamilton and Asselstine Restricted Area By-Law #1137 having been discussed and given a Cartwright Counc reading amending same was ordered held until presented to Dept. of Municipal Affairs for recommendations. Councillor Gettins present- ed the Firemen's Association wish for a new fire 'hall lo- cation. No known lots are available and the Clerk was instructed to contact adja- cent land owners seeking a favourable reply with re- ply with regards to a new Fire Hall location. : The Treasurer having pre- "pared a tentative budget of Revenue and Expenditure for -1968 showing a small surplus with a similar mill rate for 1968 as for 1967 except for the additional 1 mill for County purposes, the reeve felt that with the usual in- creases raised by supplemen- tary assessments that Council: would be wise to lower the municipal rate. -A Motion by Councillors Gettins & Wright approved the Treasurer ad- justing the budjet and draw- ing up the Taxing By-Law for a reduction of two mills for General funds and an in- crease of 1 mill for Counties and same as 1967 for educa- tion. This would be tenta- tively 18 mills, 17 'and 66 total for education or 101 mills, Besides budgeting for a deficit, $4,000. would be withdrawn out of reserves for a municipal project. * * * The regular May 7th meet- ing of Council was held in the township hall and at- tended by. all members and chaired by Reeve L. S. Mal- colm. Several delegations present, Mr. & Mrs. Walter Lawrence were first to seek councils recommendation of 5, ten acre lot severances. Mr. J. M. Fisher second de- putation present, brought in- formation regarding the new- ly amended Planning Act and with regards to Mr. Fishers' own plan of subdivision, re- 'stricted by the Minister to summer cottage lots; Coun- cil disapproved. Forder Bros. third deputa- tion present, presented their plan for a modern slaughter house in east Blackstock. Fourth deputation was Harold Peck, as Sales repre- sentative for the Aliston pro- perty, formerly Leighton, & News deputation was Frank Hoskin stock who requested Council to drain their lots and sug- 'gested - a covered storm sewer as in S. Blackstock: No action on this last request cation as a body. Bills were presented for Council to' approve--General in--amount $5,028.58 and Roads for $7,122.71 for a total for April of $12,151.29, A Motion was passed that requiring Ontario Hydro af- fairs approval from the Roads Superintendent prior to all underground installa- tions. A motion that the Township purchase necessary supplies under an extention of the United Counties Ten- der. A motion that the Rds. Dept. proceed with the sup- plementary roads program- me to the extent of Township share ($4,800.) of the capital. Marian Couperthwaite spoke on the 4-H Clubs and their aims in the future.
