The special purpose of this meeling being to pass a By- Law to establish a Nomination Meeting for Divisional Board of Education members, same having been tentatively drawn to incorporate Nomination for said Board of Education aid Municipal Council. . -On objection to this the By-Law was changed to establish November 18th as Nomination Meeting for only the Board of Education. Motions were passed that first, second and third reading of 'By-Law be given. Nominations at this meeting will be for 1 member to Divisional Board of Education for the United Counties of DURHAM and NORTH- HUMBERLAND and the said one Member will represent Manvers and Cartwright and will be elected from this joint area. Mr. Earl Fowler of Oshawa was present asking "roads maintenance to his farm. in Con. 1 and advised Council that he intends to build a new home here and will expect access on a permanent basis rather than seasonal one. Also they asked him to pass the information on to the residents of Blackstock, that the old lights, complete with bracket, lens, hood and bulb, could be purchased by the people of Blackstock during], the month of November 1968|¢ ata price of $5., limited one tol ¢ a customer. During the month of December balance of lights are available to residents of the township, at the same rate and after 1968 to be cleared out to public at large. Mr. Howard Forder was present with regards to a newly purchased property and his plan for a commercial abattoir there. His application for a Building Permit was granted, having received a written approval * from the United Counties Board of Health. Orr Venning -was present, again complaining that the ditch which he had persued Council to have dug for him was not adequate. Council ifinally agreed to have the Roads Superintendent extend it to the corner of his garden. The Clerk asked Council to suggest names for D.R.O.'s in the possible forthcoming election and rates of pay were changed. D.R.O.'s in charge of two Poll Clerks and a double poll will be paid $15. Poll Clerks to get $12, and non owned premises will be rented at $10. The three double polls will be located at Blackstock, Caesarea and Nestleton and the two Nominations will be held on November 18th and 22nd respectively for Board of Education and Municipal representation, both' at the hour of 7:00 p.m. Murray Bell was present enquiring if Council would prefer a change in the draft plan now that he has acquired the balance of the Forder Farm, save one corner lot. The rough sketch showed several improvements over the original plan in that one dead end road was done away with, and the proposed park had better access to the balance of the subdivision. The Board of Educations' request for Council's approval of $7,000. emergency school room and their formal request of O.M.B. was approved. A written request of J. Haines to have Council clear an 80' x 85' lot for building was decided by Council in the negative after the M.O.H. recommended that Council do not approve lots of this size for residential dwellings.
