He made the charge when council's finance and assess- ment committee recommend- ed a resolution from Middle- sex County, calling on the minister of education to initiate and introduce legis- lation making it mandatory for all school boards and teachers: to negotiate salaries for a three-year period. Mr. Polak said if the county negotiated its labor contracts on that basis he might be inclined to support the recommendation. "We like to feel that we are responsible to those who work for us.
