This is, of course, completely untrue. Animals will be available only to re- gistered, inspected research facilities in Ontario (sec. 22, 6,c)--also Bill 194 provides for withdrawal of registra- tion and for research to be stopped by legal injunction if there is evidence of cruel- ty or inhumane treatment to animals (sec. 5, 3, b, i, and sec. 24). Finally, the provi- sions of the criminal code relating to cruelty to animals remains and apply to every person, layman and research. er alike. Mr. Hughes claims that Bill 194. perpetuates the unlicen- ced dog catchers who at the present time, are selling ani- mals to labs for personal profit. This also, is untrue. Registered research facilities can (under Bill 184) only buy animals from Municipal pounds. The money goes to the municipality (who oper- ates the pound) (sec. 18, 1, b). At the present time, medi. cal research faces a serious shortage of animals. I feel that this is important for you to know.
