Warden Of Ontario Cour Continued Government and suggested serious consideration must be given to the amalgamation of municipalities. There is need for a new relationship between the local 'municipal government and the provin- cial government. He sug- gested that the municipalities will be fully responsible for some of the services that are -now shared with the Prov: ince. And the municipalities be provided with/&n adequate tax base to finafice these ser- vices. The municipal services should be a responsibility of a two-tier system of local government, Those services of a purely local nature should be provided by the council of -the local munici- pality and those services of a regional measure should be assigned to the council of the region. Briefly referring to the developments of last year, perhaps no single word so aptly describes the nature of our society as the word "Change" and the most not- able characteristic of that change is the swiftness with which it takes place. We are on the verge of great change in this area, thinking for a moment of the change in our concept of living, if, and when, our boundaries are relocated by the implementation of Re- gional Government, now the Government has taken over the assessment. We will have to adjust to a far- ther away control, acquaint ourselves with new relation- ships that will be formulated and accustom ourselves to dealing with a' different per- sonnel, It might be wise to pause and consider well the impact of the proposals and the ul- timate results of the suggest- ed change. We fervently trust that with all the chan- ges already made and those that are contemplated, a newer and more effective so- ciety may be created. Again may I thank, all of you that have so graciously honoured Mrs. Oyler and my- self to-night and throughout the year, and to everyone that has been considerate Free.
