One municipality will include Ajax, Pickering Village and the eastern part of the township. The western muni- cipality will include Bay Ridges and all of the industrial land now dwned by'the town- ship. Whitby's boundaries will remain unchanged, with the Government Study Oshawa's ambition to annex the town. It says amalgamat- ion would create too great a population centre in one small area of the region. On the eastern boundary a new municipality of Bowman- ville-Darlington will create, a merger which has been approv- ship. --Port Perry, Reach Town- ship, Scugog Township and Cartwright Township. --Beaverton, Cannington, Brock Township and Thorah Township. --Rama Township and Mara Township. Other major areas to be governed by the reg- ional council include: policing; public health; public housing; rural rehabilitiation; subdivis ion control bylaws; general welfare administration, and trunk sewer mains and dis- posal plants. Local government will have the major responsibility for fire protection and will share responsibilities in most aspects of planning. They will also retain considerable control over recreation and commun- ity services, pollution, sanitat- ion and water supply. The paper calls for indirect election of the regional coun- { [cillors coming from each ' [municipal council. -- The proposed breakdown of municipal representation gives the new community of Osh- awa-East Whitby city status and a major voice on the reg- ional council. It will have 11 members out of the 31 sitting and four out of 11 regional executivecommittee members. Four new municipalities are designated as boroughs: West Pickering; Whitby; East Pickering - Ajax - Pickering Village, Bowmanville - var- lington. The first three boroughs will have three members each on the regional council and one member each on the reg- ional executive committee. Bowmanville-Darlington will have two regional councillors and one executive committee member. Each of the other mun- icipalities, with the exception of Rama-Mara will be given town status, with two reg- ional councillors and one executive committee member. Rama-Mara will be called a township and will have the same representation as the towns. The system does not adhere strictly to representation by population, but: gives some added weight to-'the three rural towns and the town- SALES §/ YY; 7} important to provide them in milk itself -- to assure centres.
